of said deed; then with a portion of said line reversely (4) South 29 de-
grees 10 minutes 14 seconds East, 265.42 feet to a steel pin; then continu-
ing on the same line South 29 degrees 10 minutes 14 seconds East, 10.0
feet to a point on the north right of way line of Maryland State Route No.
27; then with the north right of way line of said road (5) South 50 degrees
16 minutes 36 seconds West, 703.58 feet to a point on said right of way
line at lands recently conveyed to the Town of Manchester; then binding
on said lands (6) North 41 degrees 42 minutes 34 seconds West, 46.94 feet
to a steel pin; then continuing on the same line North 41 degrees 42 minutes
34 seconds West, 290.13 feet to a steel pin, the place of beginning, contain-
ing 6.1338 acres of land, more or less.
Being all and the same land conveyed unto Walter H. Steger and
Frances L. Steger, his wife, by deed of Vernon C. Lippy and Julia H.
Lippy, his wife, dated August 31, 1967, and recorded among the Land Rec-
ords of Carroll County in Liber C.C.C. No. 426, Folio 395.
And be it further RESOLVED that from and after the effective date
of this Resolution, all the persons residing in the area to be annexed and
the property therein shall be and become residents of and the property
within the Town of Manchester, subject to the provisions of the Charter
of the Town of Manchester.
And be it further RESOLVED that the real estate so annexed shall be-
come subject to the municipal property taxes, effective with the levy of July
1, 1968; that all of said real estate will be taxed for that part of the levy
allocated to general administration and overhead; that such properties
will receive a credit on their tax for that part of the levy allocated
to municipal services not furnished to said properties at the effective date
of the levy.
And be it further RESOLVED that said properties in the area an-
nexed will be assessed for the extension of the municipal water mains past
their property on a front-footage basis. The cost of said water main ex-
tension being allocated on a front-footage basis between the properties
lying on each side of the road or water main right-of-way.
And be it further RESOLVED that this Resolution shall become effec-
tive on the 46th day following its final enactment.
