99. SEPARABILITY

If any section or part of section of this charter shall be held invalid
by a court of competent jurisdiction, such holding shall not affect the re-
mainder of this charter nor the context in which such section or part of
section so held invalid shall appear, except to the extent that an entire
section or part of section may be inseparably connected in meaning and
effect with the section or part of section to which such holding shall
directly apply.

"Town" construed to mean "city".

Whenever in this article the word "town" shall appear, it shall be
taken and construed to mean also the word "city".

RESOLUTION

RESOLVED by the COUNCIL OF THE TOWN OF MANCHESTER,
that the MUNICIPAL CORPORATION CHARTER be amended in the
following manner; i.e., Section 21(b) [18(b)—Editor] be amended to
read as follows:

(b) Appointments and removal of employees and heads of offices,
departments and agencies.

The Mayor, with the approval of the Council shall appoint the heads
of all offices, departments and agencies of the town government as estab-
lished by this Charter or by Ordinance, as well as all other employees of
the town. All such heads of offices, departments and agencies and all other
employees of the Town shall be removed or terminated by the Mayor, act-
ing with consent of the Council. Any such person so removed or terminated
shall be entitled to a hearing on said removal or dismissal before the
Mayor and Council, provided such a hearing is requested in writing not
later than 15 days after notice of removal or dismissal.

Introduced this 9th day of June, 1970, by Henry L. Hoffman, Coun-
cilman.

Enacted this 11th day of August, 1970.

Resolution proposing amendment to Charter of the Town of Man-
chester lowering the age at which a person is qualified to vote in town
elections at eighteen years of age.

WHEREAS, The Mayor and Council of the Town of Manchester are
aware of the actions of the Federal and State governments in lowering the
voting age to eighteen years; and WHEREAS, the Mayor and Council
propose to amend the Charter of the Town of Manchester to that end.

RESOLVED: That the Charter of the Town of Manchester be
amended by deleting the present paragraph entitled: QUALIFICATIONS
OF VOTERS
[22—Editor] and substituting the following paragraph:
