4. The effective date of the Charter Amendment.

AND BE IT FURTHER RESOLVED that the Mayor of the City of
Laurel be and he is specifically enjoined and instructed to carry out the pro-
visions of Sections 2 and 3 as evidence of compliance herewith, the said
Mayor shall cause to be affixed to the Minutes of this meeting:

1.   An appropriate certificate of publication of the newspaper in which
the title of this Resolution shall have been published; and

2.   Return receipts of the mailing referred to in the aforegoing sec-
tions and shall further complete and execute the Certificate of effect at-
tached hereto.

Resolution of the

Mayor and Council of Loch Lynn Heights
To Amend the Town Charter

Resolution of the Mayor and Council of Loch Lynn Heights, adopted
pursuant to the authority of Article 11-E of the Constitution of Mary-
land and Section 13 of Article 23A of the Annotated Code of Maryland
(1957 Edition), title: "Corporations—Municipal," to amend Section
355 of the Code of Public Local Laws of Garrett County (1957 Edi-
tion) and to add a new section, namely 381(a) to the Code of Public
Local Laws of Garrett County (1957 Edition), said Code being Ar-
ticle 12 of the Code of Public Local Laws of Maryland and said sections
being part of the Charter of the Town of Loch Lynn Heights, appli-
cable only to said Town, so as to amend said Section 355 and add
Section 381 (a) to authorize the Mayor and Council to levy and col-
lect taxes without limitation as to rate or amount on all taxable
property to pay the principal of and interest on all indebtedness in-
curred by the Town pursuant to said Section 381(a) and to author-
ize said Mayor and Council to borrow money and issue bonds pursuant
to the authority of, and in the manner prescribed by, Sections 31 to
39 inclusive, of said Article 23A of the Annotated Code of Maryland
(1957 Edition), as said sections now exist or may hereafter from time
to time be amended, subject to the limitation that if any pro-
posed borrowing pursuant to such authority will increase the indebt-
edness of the Town beyond twelve per centum (12%) of the value
of all taxable property in the Town, then such borrowing must first
be referred to the qualified voters of the Town for approval or dis-
approval.

Section 1. BE IT RESOLVED BY THE MAYOR AND COUNCIL
OF LOCH LYNN HEIGHTS, that Sections 355 and 381(a) of the Code of
Public Local Laws of Garrett County (1957 Edition), said Code being Ar-
ticle 12 of the Public Local Laws of Maryland, and said Sections being a
part of the Charter of the Town of Loch Lynn Heights, be and the same
are hereby amended to read as follows:
