forty (40) days following enactment of said Resolution, and provided
further, that a copy or fair summary of the proposed amendment shall be
published in the "Cecil Whig" or "Cecil Democrat," a newspaper of gen-
eral circulation in the Town of Elkton, once in each of the weeks of
BE IT FURTHER RESOLVED that the Mayor and Commissioners
of the Town of Elkton be and they are hereby specifically enjoined and
instructed to carry out the provisions as contained herein, and as evidence
of said compliance they shall cause to be affixed to the minutes of this
meeting appropriate certification of publication of the newspaper in which
the title of this Resolution shall have been published and shall declare
the charter amendment hereby enacted to be effective by affixing the
signature of the Mayor in the space provided on the effective date hereof.
The date of enactment of this Resolution for charter amendment is
the 3rd day of March, 1971, and said charter amendment shall become
effective fifty (50) days from this date, or the 23rd day of April, 1971.

Resolution amending Section 19 of the Charter of
the Town of Elkton relative to
qualification of Voters
Resolution of the Mayor and Commissioners of the Town of Elkton,
adopted pursuant to the authority of Article 11E of the Constitution
of Maryland, and Section 13 of Article 23A of the Annotated Code
of Maryland (1957 Edition), title "Corporations—Municipal," as
said section was enacted by Chapter 423 of the Laws of Maryland of
1955, to add a new section to the Code of the Public Local Laws of
Cecil County of 1953, and said new section to be known as Section
19, and constituting an amendment to the municipal charter of the
body politic and corporate known as the Mayor and Commissioners
of the Town of Elkton, said new section to provide for absentee vot-
ing for Town elections.
WHEREAS, in accordance with Section 13 of Article 23A of the
Annotated Code of Maryland (1957 Edition) the Mayor and Commis-
sioners of the Town of Elkton are desirous of amending Section 19 of the
charter of the Town of Elkton relative to qualification of voters.
Section 1. BE IT RESOLVED by the Mayor and Commissioners of
the Town of Elkton, that Section 19 of the charter of the Town of Elkton
be and it is hereby amended to add Section 19A to provide for absentee
voting in all municipal elections as follows:
ABSENTEE VOTING
19A—1. WHO MAY VOTE.
The following persons may vote as an absentee voter under this sub-
title :
(a) Any qualified voter who may be unavoidably absent from the
Town of Elkton for any reason on any election day;
