any is held, a certificate showing the number of Councilmen voting for
and against it, and a report on the votes cast for or against the amend-
ment hereby enacted at any Referendum thereon and the effective date
of the Charter Amendment.

This Resolution passed this 8th day of December, 1970.

came effective January 27, 1971.

I HEREBY CERTIFY, That the aforegoing Resolution, amending
the Charter of the City of Cumberland, Maryland, passed this 8th day of
December, 1970, with 4 votes in the affirmative and 0 votes in the negative.

I HEREBY CERTIFY, That the aforegoing is a true and exact copy
of Charter Amendment Resolution No. 51, passed by the Mayor and City
Council of Cumberland, Maryland, in Regular Session on December 8th,
1970.

I FURTHER CERTIFY, That there was no Petition for a Referendum
on the proposed amendment filed within the required time and, there-
fore, the same became effective on January 27, 1971.

Charter Amendment
Resolution No. 52

Resolution of the Mayor and City Council of Cumberland, Mary-
land, adopted pursuant to the authority contained in Article 11-E of
the Constitution of the State of Maryland, and Section 13 of Article
23A of the Annotated Code of Maryland, entitled "Municipal Cor-
porations," as said Section was enacted by Chapter 423 of the Acts
of the General Assembly of Maryland, 1955, entitled, "A RESOLU-
TION TO AMEND THE CHARTER OF THE CITY OF CUMBER-
LAND (1966 EDITION), BEING ARTICLE 1A OF THE CODE OF
PUBLIC LOCAL LAWS OF MARYLAND, BY REPEALING AND
REENACTING SECTION 162 OF SAID CHARTER, SPECIFYING
QUALIFICATIONS OF VOTERS."

Section 1. BE IT RESOLVED BY THE MAYOR AND CITY COUN-
CIL OF CUMBERLAND, That Section 162 of the Charter of the City of
Cumberland, be and is hereby repealed and reenacted to read as follows:

"Any person shall be eligible to register as a voter in municipal
elections who is a citizen of the United States, a resident of the City for
at least [one year] six months, and at least [twenty-one] eighteen years
of age at the time of the next municipal election."
