ered a part of the Charter, according to the terms of the amendment, and
in all respects to be effective and observed as such upon the fiftieth (50)
day following the date of adoption unless on or before the fortieth (40)
day after adoption there shall be presented to the Mayor and Town Coun-
cil of Cheverly a petition for referendum in accordance with Section 13 of
Article 23A of the Annotated Code of the Public General Laws of Mary-
land (1957 Edition), as amended.

Resolution and Ordinance to amend Article V, "Elections", of the
Charter and Local Laws of the town of Cheverly, Maryland, by amend-
ing Section C-17, "Registration of Voters" and Section C-18, "Elec-
tion Procedures".
WHEREAS, the Mayor and Town Council of the Town of Cheverly,
Maryland, are of the considered opinion that certain amendments should
be made to the Town Charter relating to the registration of voters and pro-
cedures for conducting elections;
NOW, THEREFORE, BE IT RESOLVED AND ORDAINED BY
THE MAYOR AND TOWN COUNCIL OF CHEVERLY, MARYLAND,
that Article V, "Elections" of the Charter and Local Laws of the Town of
Cheverly, Maryland, be and the same is hereby amended to read and pro-
vide as hereinafter set forth:
Section C-17. Registration of voters.
"For the purpose of conducting municipal elections in the Town of
Cheverly, the Mayor and Town Council of Cheverly shall have full power
and are hereby directed to provide for the annual registration of new-
voters and revision of the registration lists. The Mayor and Town Council
shall have full power by ordinance, not in conflict with the laws of the
State of Maryland, to provide for the registration of voters for the town
elections. The Mayor and Town Council shall have full power to appoint
registered voters of the town as registration officials, who may, at the
pleasure of the majority of the Mayor and Councilmen, be removed from
office and successors appointed. No person shall be entitled to register as a
voter unless the applicant will reach his or her 21st birthday on or before
the date of the next regular town election. In addition to the qualifications
aforesaid, every applicant to register as a voter shall be a United States
citizen, shall have his actual residence in the Town of Cheverly and shall
have resided within the limits of said town not less than one (1) year next
preceding the date of any regular town election. Transfers may be
granted by the registration officials from one (1) ward to another in said
town. No person shall be entitled to register on Election Day."
Section C-18. Election procedure.
Paragraph two (2) of subsection A is hereby amended to read as
follows:
"No person shall be allowed to vote in any election in the town ex-
cept those persons whose names appear upon the registration books of the
town. If a registered voter for the town election has not voted at least once
at a general or special election in the town within the preceding five (5)
calendar years, it shall be the duty of the registration officials to cause the
registration of such voter to be cancelled and stricken from the registra-
