annexation. Commencing with the fiscal year beginning July 1, 1972, all
such taxes shall be billed and collected in the same manner as all other
taxes in the Town of Berlin.

Section 3. That this Resolution shall become effective at 12:01 o'clock
A.M. on the forty-sixth (46th) day following the enactment hereof, subject
to rights of referendum set forth in Section 19 of Article 23A of the Anno-
tated Code of Maryland (1957 Edition).

Resolution of the Council of

the Mayor and Council of Boonsboro to amend

the Town Charter

Resolution of the Council of the Mayor and Council of Boonsboro,
adopted pursuant to the authority of Article 11-E of the Constitution
of Maryland and Section 13 of Article 23-A of the Annotated Code of
Maryland, title "Corporations—-Municipal", subtitle "Home Rule", sub-
heading "Charter Amendments", as said section was enacted by
Chapter 423 of the Laws of Maryland of 1955, to amend the Charter
of the Mayor and Council of Boonsboro, as said Charter appears in
the Code of Public Local Laws of Washington County (1957 Edition),
by adding a new section to said Charter immediately following Section
95 thereof, to be known as Section 95A, such new section providing
that, subject to the referendum in said new section contained, the
Mayor and Council is authorized and empowered to borrow a sum or
sums of money not exceeding $30,000.00 in the aggregate outstanding
at any one time for the purpose of making needed improvements or
additions to the water, sewer or other public facilities of the Town;
said borrowing to be for a period not exceeding ten years in length,
to be evidenced by the note or notes of the Mayor and Council, to bear
interest from its or their issue and to be subject to the prior approval
of the majority of the Town's voters voting thereon at a referendum
at a general or special election; said notice of referendum to set
forth the purpose of such borrowing, the amount, interest rate,
period and terms of repayment of such loan and said notice to be pub-
lished once a week for two consecutive weeks prior to such referendum
in a newspaper of general circulation in said Town; said new section
also providing that nothing therein shall limit the power of the Mayor
and Council to borrow money under the terms of any enabling Law
of the State of Maryland agreeably to the provisions thereof.

Section 1. BE IT RESOLVED by the Council of the Mayor and
Council of Boonsboro that the Charter of the Mayor and Council of Boons-
boro be amended by adding a new section thereto to be known as Section
95A to follow immediately after existing Section 95; said new section to
read as follows:
