Dear Mr. Speaker:

In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed House Bill 1154.

This bill authorizes the Sheriff of St. Mary's County to appoint
the keeper of the county jail.

House Bill 1154 was sponsored by Delegate Briscoe at the re-
quest of the County Commissioners of St. Mary's County. Since the
adjournment of the General Assembly, the County Commissioners
have requested that the bill be vetoed, and I have been advised that
the sponsor has no objection to a veto. Consequently, I have decided
to veto House Bill 1154.

House Bill No. 1391—Unsatisfied Claim and Judgment Board

AN ACT to repeal and re-enact, with amendments, Section 7-
614 and 7-625 of Article 66½ of the Annotated Code of Maryland
(1970 Replacement Volume), title "Vehicle Laws," subtitle "7. Fi-
nancial Responsibility and Unsatisfied Claim and Judgment Fund,"
subheading "Unsatisfied Claim and Judgment Fund Law," to increase
the settlement authority of the chief administrative employee of the
Unsatisfied Claim and Judgment Fund Board and any one member
of the Board to a certain amount.

Dear Mr. Speaker:

In accordance with Article II, Section 17, of the Maryland Con-
stitution, I have today vetoed House Bill 1391.

This bill increases the settlement authority of the chief ad-
ministrative employee and any member of the Board of the Unsatis-
fied Claim and Judgment Fund.

House Bill 444, which was enacted by the General Assembly and
signed by me on April 26, 1972, repealed the entire Unsatisfied Claim
and Judgment Fund law. Because of the inconsistency between the
two bills, and because the enactment of House Bill 444 renders House
Bill 1391 unnecessary, I have decided to veto House Bill 1391.
