complete enough to meet the express requirements of Article III,
Section 29 of the Maryland Constitution due to the failure to men-
tion the exception legislated by the Acts. We further believe that the
title of the Bill is misleading as to the substance of the legislation,
since a reading of a title which speaks to a tolerance to be per-
mitted in the weight of a certain class of vehicles would not advise
of the creation of a flat exemption from certain weight limits for
apparently the same class of vehicles; this is especially true where,
as here, the exemption created is with regard to rear axle limita-
tions while the section of the Annotated Code sought to be amended
to provide a five per cent tolerance speaks to gross weight limitations.
Axle load limits and gross weight of vehicles and loads limits are
two separate and distinct requirements which must be met by ve-
hicles using the roadways of this State, provided for in Sections
14-108 and 14-109, respectively, of Article 66½ of the Annotated
Code.

While we accord all bills enacted by the General Assembly a
presumption of constitutionality, we believe that the title of the Bill
would be held to be constitutionally insufficient in that it fails to
describe completely the contents of the legislation and, further, in
that it misleadingly limits the enactment to a much narrower scope
than the body of the Bill embraces.

House Bill No. 265—State Board of Veterinary Medical Examiners

AN ACT to repeal and re-enact, with amendments, Section 150
(a), and 150(b) AND 155 of Article 43 of the Annotated Code of
Maryland (1971 Replacement Volume), title "Health," subtitle
"State Board of Veterinary Examiners," and to add new Sections
150(e), 150(F) and 152(i), 152A(P), 152A(Q) AND 152A(R) to
the same Article, Code, title and subtitle, to follow immediately
after Sections 150(d) and, 152(h) AND 152A(O), respectively, to
require the State Board of Veterinary Examiners to maintain an
office with a listed telephone number, to provide for lay members
on the Board, AND to require inspection of veterinary hospitals
and facilities at least twice ONCE in every year; TO AMEND
THE METHOD OF APPOINTMENT OF MEMBERS OF THE
BOARD; TO PROVIDE FOR THE PROMULGATION OF CER-
TAIN RULES AND REGULATIONS BY THE BOARD BEFORE
A CERTAIN DATE; TO INCLUDE CERTAIN ADDITIONAL
GROUNDS FOR REFUSAL, SUSPENSION OR REVOCATION
OF AN APPLICATION OR CERTIFICATE; TO CHANGE THE
AMOUNT OF REGISTRATION AND EXAMINATION FEES;
AND TO PROVIDE THAT THE BOARD'S BUDGET SHALL
NOT EXCEED ITS REVENUES FROM SUCH FEES "AND
GENERALLY DEALING WITH THE LAW" CONCERNING
THE STATE BOARD OF VETERINARY EXAMINERS, and to
make certain changes in language.
