1920                              Joint Resolutions

Whereas, They have no protection of rate review; and

Whereas, Those citizens need be offered the equal remedy and re-
course allowed to all other citizens who work in the States; now,
therefore, be it

Resolved by the General Assembly of Maryland, That the Congress
of the United States be requested to pass legislation which would
make Group Hospitalization, Incorporated, operating within the
confines of the District of Columbia, subject to the rules and regu-
lations promulgated by the Insurance Commissioner SUPERIN-
TENDENT OF INSURANCE of Washington, D.C.; and

Be it further resolved, That copies of this Resolution be sent to the
Speaker of the House of Representatives, the President of the United
States Senate, MAYOR WALTER WASHINGTON, OF WASHING-
TON, D.C. AND WALTER E. FAUNTROY, DELEGATE TO CON-
GRESS FROM WASHINGTON, D.C, the United States Senators
from Maryland, and the Maryland Members of the House of Repre-
sentatives.

(House Joint Resolution 37)

House Joint Resolution commending Mrs. Helen Mackall for her
extraordinary heroism in successfully saving the lives of two
school children, and congratulating her on having a playground
named in her honor.

Whereas, Mrs. Helen Mackall was until January 1970, a much
beloved crossing guard for P.S. 144 and P.S. 202; and

Whereas, in January 1970, Helen Mackall performed an act of
extraordinary heroism and bravery when she saved the lives of two
children from a careening automobile; and

Whereas, due to her unselfish heroic act, Helen Mackall was seri-
ously injured and ultimately lost a leg; and

Whereas, the fifth grade class of the two schools involved partici-
pated in a contest to rename the George Nichols Playground; and

Whereas, the classes decided to rename the playground the Helen
Mackall Playground, in honor of the woman who gave of herself to
save the lives of two of their classmates; and

Whereas, on December 11th, 1971, a program was held to for-
mally dedicate the playground the Helen Mackall Playground; and

Whereas, Helen Mackall was cited as policeman of the month; was
presented a silver bowl by Frank Bennett, Director of Safety and
Education, of the Baltimore City Public Schools; and
