(Senate Joint Resolution 65)
Senate Joint Resolution requesting the initiation of discussion be-
tween the states of Maryland and Virginia concerning the Chesa-
peake Bay to develop an interstate plan for the management of
the Bay.
The conservation of the Chesapeake Bay, Maryland's greatest
natural resource, is one of the most important problems facing the
State at this time. Effective control of pollution of the Bay is a
matter of vital concern to the State.
Since the Bay cuts across state boundaries and its sources originate
in different states, there must be an interstate agency to assure com-
plete and proper management of the Bay. Such an approach has been
utilized in other water basins with the establishment of the Dela-
ware River Compact and the drafting of the Susquehanna and
Potomac River Compacts; now, therefore be it
Resolved by the General Assembly of Maryland, That the Governor
of Maryland initiate discussion with the state of Virginia concern-
ing the drafting of legislation establishing an interstate agency to
provide proper management of the Chesapeake Bay; and be it further
Resolved, That the result of these discussions could be the forma-
tion of a Chesapeake Bay Area Commission formed under the provi-
sions of the Federal Water Resources Act of 1965, which could de-
velop an initial working plan for the entire Bay; and be it further
Resolved, That a copy of this Resolution be sent to The Honorable
Marvin Mandel, Governor of Maryland, and The Honorable Linwood
Holton, Governor of Virginia.

JOINT RESOLUTION requesting appointment of a legislative com-
mittee to conduct an in-depth study into the issue of lowering the
age of majority from 21 to 18.
Whereas, The XXVI Amendment to the Constitution of the United
States extends the right to vote to all citizens of the United States who
are eighteen years of age or older; and
Whereas, The General Assembly of the State of Maryland ratified
this amendment during the 1971 Session by House Joint Resolution
112 which became Joint Resolution 1 when approved by the Gover-
nor of the State of Maryland; and
Whereas, The majority or minority of a person as it pertains to
legal age is a factor in many areas of both the common and statutory
law of the State of Maryland other than voting; and
