Whereas, The 1971-72 State budget and the 1972-73 State budget
do not include amounts to provide additional Community Mental
Health Services or facilities in the subdivisions of the State; now,
therefore be it
Resolved by the General Assembly of Maryland, That it hereby
affirms its support of the Community Mental Health Program for
Maryland and urges the renewal of a concentrated effort including
the expenditure of all necessary resources toward the fulfillment
of the State's commitment established with the passage of the Mary-
land Community Mental Services Act of 1966.

(Senate Joint Resolution 81)
Senate Joint Resolution commending the American Legion Auxiliary,
Department of Maryland, Inc., for their foresight in making it
financially possible for the establishment of a nature trail for the
handicapped at Patapsco State Park.
Whereas, On July 16, 1971, the American Legion Auxiliary,
Department of Maryland, Inc., committed a sum of money to the
Department of Forests and Parks to establish a Braille Trail at
the McKeldin Area, Patapsco State Park; and
Whereas, The Honorable Marvin Mandel, Governor of Maryland,
accepted this gift on behalf of the State; and
Whereas, The Department of Forests and Parks has used these
funds to construct a 1,700 foot nature trail, designed to offer a
unique outdoor experience for the unsighted citizens of Maryland;
and
Whereas, Due to this admirable contribution by the American
Legion Auxiliary, the trail — known as the American Legion
Auxiliary Nature Trail for the Handicapped — will be dedicated on
Saturday, May 13, 1972; now, therefore, be it
Resolved by the General Assembly of Maryland, That the American
Legion Auxiliary, Department of Maryland, Inc., be commended for
their outstanding contribution and dedication to the establishment of
this worthwhile endeavor; and be it further
Resolved, That copies be sent to the American Legion Auxiliary,
Department of Maryland, Inc., Room 335, Equitable Building, Balti-
more, Maryland 21202.
