19-4. Annual report of Director of Public Works

The director of sanitary facilities shall annually, on or before

the first day of March in each and every year, prepare and file
a report on the physical plant and equipment of the district, show-
ing the work of his department during the preceding year, what is

proposed to be done in the sanitary district during the current

year and, in general, such statistical and financial matters in con-
nection with the sanitary district as may be of interest to the county
and to the taxpayers.

THE DIRECTOR OF PUBLIC WORKS OF CECIL COUNTY,
APPOINTED PURSUANT TO THE PROVISIONS OF CHAPTER
19-A OF THIS CODE SHALL BE THE CHIEF ADMINISTRA-
TIVE OFFICER OF THE CECIL COUNTY SANITARY DIS-
TRICT AND WILL SERVE IN SUCH CAPACITY UNDER THE
TITLE OF DIRECTOR OF SANITARY FACILITIES. IT SHALL
BE THE DUTY OF SUCH DIRECTOR TO EXECUTE THE POLI-
CIES OF THE COUNTY WITHIN THE PROVISIONS OF THIS
SUBTITLE. THE DIRECTOR OF SANITARY FACILITIES
SHALL APPOINT SUCH ENGINEERING, LEGAL, ADVISORY,
CLERICAL AND OTHER PERSONNEL AS IN HIS JUDGMENT
ARE NECESSARY FOR CARRYING OUT THE PROVISIONS OF
THIS SUBTITLE, AND SUCH PERSONNEL SHALL BE PAID
AT SUCH WAGE OR SALARY SCALES AS MAY BE APPROVED
BY THE COUNTY.

19-4.

THE DIRECTOR OF SANITARY FACILITIES SHALL AN-
NUALLY, ON OR BEFORE THE FIRST DAY OF JULY, PRE-
PARE AND FILE A REPORT WITH THE COUNTY ON THE
PHYSICAL PLANS PLANTS AND EQUIPMENT OF THE SANI-
TARY DISTRICT, A STATEMENT OF THE ACTIVITIES OF THE
SANITARY DISTRICT DURING THE PRECEDING FISCAL
YEAR, AND A STATEMENT OF ACTIVITIES PROPOSED TO
BE UNDERTAKEN DURING THE ENSUING FISCAL YEAR
AND SUCH OTHER STATISTICAL AND FINANCIAL MAT-
TERS IN CONNECTION WITH THE SANITARY DISTRICT AS
MAY BE OF INTEREST TO THE COUNTY AND TO THE TAX-
PAYERS.

19-5. Publication of financial statement, audit of accounts.

The county shall publish annually in a newspaper of general cir-
culation published in the county a full and true account of their THE
receipts, expenses and expenditures under this subtitle, showing in
full the financial condition of all accounts and funds of the sanitary
district RELATING TO THE SANITARY DISTRICT. Prior to
such publication, their accounts THE ACCOUNTS RELATING TO
THE SANITARY DISTRICT shall be audited by a certified public
accountant to be employed and paid by the county out of such sani-
tary district SANITARY DISTRICT funds as may at the time be
available.
