airborn fluff resulting from the drying, loading, or unloading of corn
grain, these particles of fluff being sometimes known and referred
to as "bees' wings."

(b)  The term "Board" shall mean the State Board of Health and
Mental Hygiene.

(c)  The term "Council" shall mean the Air Quality Control
Advisory Council.

(d)  The term "Department" shall mean the Maryland State
Department of Health.

(e)  The term "person" shall mean any individual, group of indi-
viduals, firm, partnership, voluntary association, or private, public
or municipal corporation, or political subdivision of the State,
responsible for the use of property.

(f)  The term "source" shall mean any property, real or personal,
or person contributing to air pollution.

(g)  The term "emergency" shall mean a sudden, unexpected and
unforeseen condition of such public gravity and exigency as to
require immediate action, or a condition which is predicted with
reasonable certainty to require immediate action to carry out the
purposes of this subtitle.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

CHAPTER 736
(Senate Bill 408)

AN ACT to repeal and re-enact, with amendments, Sections 572, 575,
578, 579, 580 and 583 SECTION 580 of Article 43 of the Anno-
tated Code of Maryland (1971 Supplement), title "Health," sub-
title "Milk and Milk Products," to provide for: an increase in the

class of persons and premises required to have permits from and

be inspected by the Department of Health and Mental Hygiene;
an increase in the frequency of inspections with certain excep-

tions; filing of the Department of Health and Mental Hygiene

rules and regulations; taking of samples by inspectors; trade
reciprocity with other jurisdictions; and an increase in the penalty
for violation of the subtitle; and
correcting an error therein.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 572, 575, 578, 579, 580 and 583 SECTION 580 of
Article 43 of the Annotated Code of Maryland (1971 Supplement),
title "Health," subtitle "Milk and Milk Products," be and they are
