County Executives. Amendments to the Commission's approved plan-
ning schedule shall be made by the respective County Councils by
resolution only after receipt of recommendations, if any, from the
respective County Executives except where the proposed amendment
to the approved planning schedule of the Commission has been re-
quested by the County Executive. When the proposed amendment to
the Commission's approved planning schedule is requested by the
respective County Executives, no recommendations on the proposed
amendment to the respective County Councils shall be required. When
an amendment to the approved planning schedule of the Commission
is proposed by the respective County Councils or the Commission,
the respective County Councils shall submit said amendment to the
respective County Executives for recommendations, if any. Said
recommendations shall be due within 10 days of transmittal of the
proposed amendment to the approved planning schedule of the Com-
mission by the respective County Councils to the respective County
Executives. Failure by the respective County Executives to transmit
recommendations to the respective County Councils within the 10
calendar days shall indicate his approval of the proposed amendment
to the approved planning schedule of the Commission.
[Further, the
District Council may direct the Commission to initiate any plan or
part thereof, and] In the event the Commission is directed by amend-
ment of the approved planning schedule to initiate plans or parts
thereof in addition to those set forth in the planning schedule,
the
Commission shall initiate such plan or part thereof with reasonable
promptness to the extent funds are available for such purpose.

Sec. 2. And be it further enacted, That nothing in this act is in-
tended or shall be construed to affect or impair the obligation of the
Maryland-National Capital Park and Planning Commission under any
and all bonds or other instruments of indebtedness heretofore issued
by it and now outstanding, or the guarantee of such bonds or other
instruments or indebtedness by Montgomery and Prince George's
Counties or either of said Counties, or the levy of taxes for the pay-
ment of said bonds or other instruments of indebtedness and the in-
terest thereon under the provisions of the respective acts of the
General Assembly of Maryland authorizing the issuance of said bonds
or other instruments of indebtedness, and further, that nothing in
this Act is intended or shall be construed to affect or impair any law-
ful obligation of the Maryland-National Capital Park and Planning
Commission to any creditor of said Commission.

Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1972.
