1820                             Laws of Maryland                      [Ch. 723

Prince George's County to serve on a full-time basis, the governing
body of that [Prince George's] county [or the County Execu-
tive of Montgomery County with the approval of the County Coun-
cil,] may authorize such supplementary salary as may be deemed
appropriate [,]. For any member designated by Montgomery County
to serve on a full-time basis, the County Council with approval of
the County Executive, may authorize such supplementary salary as
may be deemed appropriate. In the event the County Executive
fails to approve a supplementary salary authorization by the Council
hereunder within thirty days,
[The] the Council may, by an affirma-
tive vote of five of its members, authorize such supplementary salary
notwithstanding the lack of approval of the County Executive.
[and this] Any supplementary salary authorized hereunder shall also
be payable from the administrative tax collected by the Commission.

70-10 (59-6). Chairman and vice-chairman.

[The County Executive of Montgomery County with the approval
of the County Council, and the County Commissioners] The govern-
ing body
of Prince George's County and the County Council of Mont-
gomery County, subject to the approval of the County Executive
as provided herein,
shall each designate a member for the position
of chairman or vice-chairman. Upon designation by the Montgomery
County Council, the name of the designee shall be delivered within
three days to the Montgomery County Executive who within thirty
days thereafter shall either approve or disapprove the designation.
In the event that the County Executive disapproves a designee, he
shall return the name of the designee to the Council with the reasons
for his disapproval stated in writing. The Council may, by the
affirmative vote of five of its members, designate a member of the
Commission for the position of chairman or vice-chairman over the
disapproval of the County Executive. Any designation which has not
been disapproved by the County Executive in the manner provided
herein shall be deemed to have been confirmed.
The Commission shall
elect a chairman and vice-chairman from those members designated
as above. The chairman shall preside at meetings of the Commission
and shall perform the other customary duties of such office. The
vice-chairman shall preside in the absence of the chairman and,
in addition, shall be responsible for liasion between the Commission
and its department of parks. The chairman and the vice-chairman
of the Commission shall also serve as chairman CHAIRMEN of their
respective county planning boards, as hereinafter in this chapter
constituted.

70-18 (a) and (c) 59-14 (a) and (c). Voting; conflicts of interest.

(a) Applicability of this section. The provisions of this section
shall apply to Maryland-National Capital Park and Planning Com-
mission and to all Maryland National Capital Park and Planning
Commissioners appointed or reappointed by the Montgomery County
[Executive] Council under Sections 70-6, 70-7 and 70-8 of this
Code. The words "County [Executive] Council" as used in this sec-
tion shall mean the Montgomery County [Executive] Council.

(c) Interview.

(1) All applicants for appointment or re-appointment as com-
missioners of Maryland-National Capital Park and Planning Com-
mission shall be interviewed by the County [Executive] Council
