(a) The effective date of this subtitle shall be 12:01 a.m. on
July 1, 1972.
(b) Section 43B shall apply to all security deposits held by land-
lord prior to July 1, 1972 with interest accruing from July 1, 1972.
(B) SECTION 43C SHALL APPLY TO: (1) ALL SECURITY
DEPOSITS HELD BY LANDLORD PRIOR TO JULY 1, 1972 WITH
INTEREST ACCRUING FROM JULY 1, 1972; AND (2) ALL SE-
CURITY DEPOSITS RECEIVED BY LANDLORD AFTER JULY
1, 1972 WITH INTEREST ACCRUING FROM THE DATE OF
RECEIPT.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

AN ACT to repeal and re-enact, with amendments, Section 691 of
Article 43 of the Annotated Code of Maryland (1971 Replacement
Volume), title "Health," subtitle "Air Quality Control," amending
the term "air pollution" in the Air Quality Control Act in order
to provide that the term does not include the presence in the
outdoor atmosphere of substances which are no more than a
temporary nuisance or an inconsequential inconvenience SHALL
NOT BE APPLIED TO DISCHARGES TO THE ATMOSPHERE
FROM THE HARVESTING, DRYING, LOADING OR UN-
LOADING OF CORN OR GRAIN.
Section 1. Be it enacted by the General Assembly of Maryland.
That Section 691 of Article 43 of the Annotated Code of Maryland
(1971 Replacement Volume), title "Health," subtitle "Air Quality
Control," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
691.
For the purposes of this subtitle:
(a) The term "air pollution" shall mean the presence in the
outdoor atmosphere of substances in quantities, having characteris-
tics and being of a duration which, from any single source or in
combination with other sources, are, or may be predicted with
reasonable certainty to be injurious to human, plant or animal life
or to property, or which unreasonably interfere with the proper-
enjoyment of the property of others by reason of the emission of
odors, solids, vapors, liquids or gases, throughout the State and in
such areas of the State as are affected thereby. The term does not
include the presence in the outdoor atmosphere of substances which
