Section 462, to prohibit certain sexual acts between a female and
male child and to provide a penalty therefor.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 462A be and the same is hereby added to Article
27 of the Annotated Code of Maryland (1971 Replacement Volume
and 1971 Supplement), title "Crimes and Punishments," subtitle
"Crimes and Punishments," subheading "Rape," to follow immedi-
ately after Section 462, and to read as follows:
If any female over the age of twenty-one EIGHTEEN years shall
carnally know any male, not her husband, under the age of sixteen
FOURTEEN years, such carnal knowledge shall be deemed a mis-
demeanor and, upon conviction, the offender shall be imprisoned
for a period not to exceed eighteen months or be fined a sum not
to exceed $5,000.00, or both.
SEC. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

AN ACT to add a new Section 11 to Article 88C of the Annotated
Code of Maryland (1969 Replacement Volume, 1971 Supplement),
title "State Planning" to follow immediately after Section 10
thereof and to be under a new subtitle "Regional Planning As-
sistance" to authorize certain payments to the Maryland-National
Capital Park and Planning Commission for certain regional plan-
ning activities.
Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 11 be and it is hereby added to Article 88C of
the Annotated Code of Maryland (1969 Replacement Volume, 1971
Supplement), title "State Planning" to follow immediately after Sec-
tion 10 thereof and to be under a new subtitle "Regional Planning
Assistance" to read as follows:

In order to provide regional planning in the area of the State
subject to the jurisdiction of The Maryland-National Capital Park
and Planning Commission, the Department of State Planning is
authorized and directed to include in its budget an amount equivalent
to fifty percent (50%) TO INCLUDE IN ITS ANNUAL BUDGET
SUCH AMOUNTS AS THE SECRETARY DEEMS APPROPRIATE
AS THE STATE'S SHARE of the cost of regional planning projects
programmed by the Commission for the following fiscal year, pro-
vided that in no event shall the annual payment exceed One Hundred
Thousand Dollars ($100,000.00). The Secretary of the Department
