and management of said Library; provided such rules and regulations
be not inconsistent with law.

And the said judges of the Court of Appeals are hereby author-
ized to fill any vacancy that may occur in the committee by resigna-
tion or otherwise.

The library committee created by Section 166 of this article, is
authorized and empowered to appoint a person as Director of the
State Library at such compensation as shall be provided in the
budget and who shall perform such services as shall be required of
him by the library committee. Subject to the approval of the library
committee, the Director may appoint such other employees as may
be deemed necessary and at such compensation as provided in the
budget from time to time.]
Sec. 2. And be it further enacted, That new Section 29B be and
it is hereby added to Article 26 of the Annotated Code of Maryland
(1966 Replacement Volume) title "Courts," subtitle "Court of Ap-
peals," to follow immediately after Section 29A thereof and to be
under the same subtitle, and to read as follows:
29B.
(a) The State Library shall be part of the Judiciary Depart-
ment and shall operate under the supervision of the Court of Appeals
of Maryland.

(A) THE STATE LIBRARY SHALL BE PART OF THE EX-
ECUTIVE DEPARTMENT AND SHALL OPERATE UNDER
THE SUPERVISION OF A LIBRARY COMMITTEE TO BE AP-
POINTED AS PROVIDED IN THIS SECTION.
(b) The judges of the Court of Appeals, or a majority of them,
are authorized to appoint a library committee of three or more per-
sons to serve without compensation. Said judges are further author-
ized to fill any vacancy that may occur in the committee by resigna-
tion or otherwise.
(c) The library committee is authorized to:
(1) appoint a Director of the State Library who shall receive such
compensation as provided in the State budget.
(2) make rules and regulations as it may deem necessary and
proper for the conduct and operation of said library.
(3) direct the Director to purchase from time to time such books,
maps and periodicals as it may deem advisable for the use of the
library.
(d) The Director of the State Library shall:
(1) have power to appoint, with the approval of the library com-
mittee, such employees as he shall deem necessary to carry out the
