CHAPTER 637
(House Bill 711)

AN ACT to add new Sections 16A, 16B, 16C, 16D and 16E to the Code
of Public Local Laws of Allegany County (1963 Edition, being
Article 1 of the Code of Public Local Laws of Maryland), title
"Allegany County," to follow immediately after Section 16 thereof,
and to be under a new subtitle "Bowling Green and Robert's Place
Special Taxing Area," to establish a new special taxing area in
Allegany County, providing for the powers, duties, and functions
of this special taxing area and for the duties of the Board of County
Commissioners of Allegany County in relation thereto, and gener-
ally relating thereto AND PROVIDING FOR A REFERENDUM
ON THE PROVISIONS OF THIS ACT.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 16A, 16B, 16C, 16D and 16E be and they are hereby
added to the Code of Public Local Laws of Allegany County (1963
Edition, being Article 1 of the Code of Public Local Laws of Mary-
land), title "Allegany County," to follow immediately after Section 16
thereof, and to be under a new subtitle "Bowling Green and Robert's
Place Special Taxing Area," and to read as follows:

Bowling Green and Robert's Place Special Taxing Area
16 A.

The Bowling Green and Robert's Place Special Taxing Area con-
stitutes a special taxing area or district. It comprises the following
described portions of Allegany County:

Beginning at a concrete monument standing on the East side of
McMullen Highway at the foot of Dingle Hill, being a corner to the
City limits of Cumberland, Maryland coordinate N 662,835 and
E 294,660 of the State of Maryland Coordinate system, thence with
said city limits in a southwesterly direction until it intersects the
westerly right of way limit of the B. & O.
C. & O. Railroad, thence
with said B. & O.
C. & O. right of way limits to point having co-
ordinates N 653,480 and E 292,750, thence leaving said railroad
right of way and with the line of Division Avenue extended in a north-
westerly direction 4220 feet more or less, to a point standing on the
Potomac Edison Transmission Line to the Celanese Corporation
having coordinates N 654,950 and E 288,700, thence with said trans-
mission line N 7° 00' E 1750 Ft., thence continuing with said trans-
mission line N 31° 30' E 3100 ft. to a tower being the intersection
of the Potomac Edison Transmission Line to Loch Lynn and the
Celanese Corporation, thence in a northeasterly direction to a point
standing on the City of Cumberland boundary line at the end of a
line drawn N 43° 59' W 1000 ft. from the beginning of this descrip-
tion, thence reversing said line S 43° 59' E 1000 ft. to the place of
beginning.

16B.

(a) For the purpose of carrying out the provisions of this sub-
title, the special taxing area shall be under the jurisdiction of the
Bowling Green and Robert's Place Committee which shall be com-
posed of seven elected members.
