"Alcoholic Beverages," subtitles "Beer, Wine and Liquor Li-
censes," and "County Liquor Control Boards and Dispensaries,"
in Harford County to remove the prohibition against the sale of
alcoholic beverages in the fourth and fifth election districts and
generally relating thereto, and to provide for a local referendum
thereon.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 19 (f-2), 20(h-2), and 161(b) of Article 2B of the
Annotated Code of Maryland (1968 Replacement Volume and 1971
Supplement), title "Alcoholic Beverages," subtitles "Beer, Wine and
Liquor Licenses," and "County Liquor Control Boards and Dispen-
saries," be and they are hereby repealed and re-enacted, with amend-
ments, to read as follows:

(f-2) (1) In Harford County the annual fee for such a license
shall be sixteen hundred dollars ($1,600.00) for a restaurant and
twenty-one hundred dollars ($2,100.00) for a hotel; and a restaurant
or hotel as defined below shall be entitled to the issuance of special
Sunday license upon payment of an additional fee of three hundred
dollars ($300.00).
(2) Such a license may be issued in [the first, second, third,
and sixth election districts of ] Harford County to a bona fide hotel
which (i) is an establishment for the accommodation of the public,
providing services ordinarily found in hotels, (ii) is equipped with
no fewer than 25 rooms, a lobby with a registration and mail desk
and seating facilities, and a dining room which serves full-course
meals at least twice daily. This license in a hotel shall permit sale
at bars or counters, but not for consumption off the premises.
(3) Such a license may be issued in [the first, second, third,
and sixth election districts of ] Harford County to a restaurant
which meets the following requirements and conditions:
(i) Serves full-course meals at least twice daily; (ii) has a regu-
lar seating capacity of tables, not including seats at bars or count-
ers, for sixty or more persons; (iii) has been in full-time operation
as a restaurant for not less than one year immediately preceding
the time the application is made for license; (iv) has had daily
average receipts from the sale of food in excess of sales of alcoholic
beverages during the twelve-month period immediately preceding the
application for license; (v) has an applicant for the license who has,
or applicants who have, been a bona fide resident or residents of
Harford County for not less than two years immediately preceding
the filing of the application, and who has or have been a registered
voter or voters of Harford County for not less than one year im-
mediately preceding the filing of the application. This license in a
restaurant does permit sale at bars or counters but not for con-
sumption anywhere except inside the building.
(4) Provided that such restaurant or hotels may purchase such
liquor or spirituous beverages sold by them from the Harford County
liquor control board, and shall be charged therefor the retail price
of the liquor control board. But such restaurant or hotel may pur-
chase liquor or spirituous beverages from other licensed suppliers.
