General Fund Appropriation, of this amount
$323,000 is contingent upon enabling legis-
lation authorizing a new pay plan for uni-
formed personnel within the Maryland State

From Special and Federal Funds, for payments
required as a result of salary adjustments.
Authorization is hereby granted to use Spe-
cial and Federal Funds for this purpose, in the
amount of $4,323,000 to be payable out of rev-
enues and grants which are the source of
funds for the payment of budget appropria-
tions payable out of Special and Federal
Funds; this amount being estimated and it
being the intent that the actual amount,
whether it be more or less, shall be made
available in allocating by budget amendment
to the various State agencies the amounts
necessary to supplement the appropriations.

Sec. 2. And be it further enacted, That in order to carry out the
provisions of these appropriations the Secretary of Budget and Fiscal
Planning is authorized:
(a) To allot all or any portion of the funds herein appropriated
to the various departments, boards, commissions, officers, schools and
institutions by monthly, quarterly or seasonal periods and by objects
