peace or a notary public, notify the officer with whom the certificate
nominating him is required to be filed by this article, that he de-
clines such nomination, such nomination shall be void; and the name
of any person so withdrawing shall not be printed upon the ballots.]
(b) Any person nominated for public office as in this article pro-
vided may decline such nomination by notifying the officer with whom
the certificate nominating him is required to be filed that he declines
such nomination. The statement of declination shall be in writing,
signed by the person nominated and acknowledged before a notary
public or any person empowered to take oaths, and must reach the
aforementioned officer by the following deadline: for a nomination
to candidacy in an election in the year in which the Governor is
elected, at least thirty-five (35) days before the general election;
for a nomination to candidacy in an election in the year in which
electors for President of the United States are elected, at least seventy
(70) days before the general election. If the person nominated shall
comply with the provisions of this paragraph for declining nomina-
tion, such nomination shall be void; and the name of any person
so withdrawing shall not be printed upon the ballots.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

AN ACT to repeal and re-enact, with amendments, Section 53 of Ar-
ticle 40 of the Annotated Code of Maryland (1971 Replacement
Volume), title "General Assembly," subtitle "Department of Legis-
lative Reference," to require all officers, agencies, boards, commis-
sions, and other units of State Government to file one copy of every
report, bulletin, periodical, catalog and other publication issued
by them with the McKeldin Library of the University of Maryland
AND THE ENOCH PRATT FREE LIBRARY (CENTRAL
BRANCH).
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 53 of Article 40 of the Annotated Code of Maryland
(1971 Replacement Volume), title "General Assembly," subtitle "De-
partment of Legislative Reference," be and it is hereby repealed
and re-enacted, with amendments, to read as follows:
53.
It [shall be] is the duty of every officer, board, institution and
commission of the State, including special or temporary officers,
boards and commissions, to file with the Department of Legislative
Reference two copies of every regular or special report, bulletin,
periodical, catalog and other publication issued by him or it, whether
[such] the report [be] is in printed or other form, and also to file
with the State Library, [and with] the Hall of Records, and the
