ucation," subtitle "Chapter 2. State Board of Education," be and it is
hereby repealed and re-enacted, with amendments and to read as
follows:
16,
(a) The State Board of Education shall prescribe, with and on
the advice of the State Superintendent of Schools, bylaws, rules and
regulations, for the certification of teachers and other professional
personnel in accordance with this article. For any certificates so
proscribed and upon the recommendation of the local Superintendent,
renewal requirements may be waived for teachers who are fifty-five
(55) years of age or older and who have been employed in public
or approved nonpublic school service for a period of not less than
twenty years.
(b) No person, otherwise qualified, shall be denied the right to
receive credentials from the State Board of Education, to receive
training for the purpose of becoming a teacher, or to engage in
practice teaching in any school on the grounds that that person
is totally or partially blind. No local board of education shall refuse
to contract with or engage a teacher on the ground of blindness so
long as the blind teacher is capable of executing the duties of the
position for which he has made application.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

(House Bill 1007)
AN ACT to add new Section 89(i) AND NEW SECTION 89(J)
to Article 2B of the Annotated Code of Maryland (1968 Replace-
ment Volume and 1971 Supplement), title "Alcoholic Beverages,"
subtitle "Hours and Days for Sale," to follow immediately after
Section 89(h) thereof, and to repeal and re-enact, with amend-
ments, Sections 89(E), 90(b) and, 90A 98A, 105A AND 105B of
the same Article, title and subtitle to give sole discretion to Garrett
County liquor control board AND THE WICOMICO COUNTY
BOARD OF LICENSE COMMISSIONERS to set the hour until
which establishments serving alcoholic beverages in Garrett
County AND IN WICOMICO COUNTY, RESPECTIVELY, may
remain open on New Year's Day only, and to amend those sections
of the subtitle which are in conflict with this procedure.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 89 (i) AND NEW SECTION 89(J) be added to
