For a change from one class of beer license to any other class of beer
license, from any class of beer and wine license to any other class of
beer and wine license or from any class of beer, wine and liquor
license to any other class of beer, wine and liquor license, the fee for
the transfer is one thousand dollars ($1,000.00); for a change from
any class of either beer license or beer and wine license to the same
class of beer, wine and liquor license or from one class of beer license
to any other class of beer and wine license, the fee for the transfer is
two thousand dollars ($2,000.00); and for a change from any class of
either beer license or beer and wine license to any other class of beer,
wine and liquor license, the fee for the transfer is three thousand
dollars ($3,000.00). All of the above transfer fee shall be in addition
to the regular fee provided in this article for the license applied for.
The fee for issuance of any new license after July 1, [1968] 1972
shall be [the same as the transfer fee of the class or type of license
being applied for, plus]] , in addition to the regular yearly fee pro-
vided for in this article, for any class of beer license: one thousand
dollars ($1,000.00); for any class of beer and wine license: two
thousand dollars ($2,000.00); and for any class of beer, wine and
liquor license: three thousand dollars ($3,000.00).
SEC. 2. And be it further enacted, That this Act shall take effect
on July 1, 1972.

AN ACT to repeal and re-enact, with amendments, Section 700A(c)
of Article 27 of the Annotated Code of Maryland, (1971 Replace-
ment Volume), title "Crimes and Punishments," subtitle "III Places
of Reformation and Punishment," subheading "Prisoners," to
change the penalty for a prisoner failing to return under a "work
release" plan from a misdemeanor to a felony.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 700A(c) of Article 27 of the Annotated Code of Mary-
land, (1971 Replacement Volume), title "Crimes and Punishments,"
subtitle "III Places of Reformation and Punishment," subheading
"Prisoners," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
700A.
(c) The Department shall designate and adopt facilities in the
institutions and camps under its jurisdiction for the housing of pris-
oners granted "work release" privileges. In areas where such facili-
ties are not within reasonable proximity of the place of employment
of a prisoner so released, the Department may contract with the
proper authorities of political subdivisions of this State for the quar-
tering of such prisoner in suitable local confinement facilities. In the
"work release" plan of any prisoner, the Commissioner shall include
as a specific term or condition the place where such prisoner is to be
