Every person who shall steal or unlawfully take or detain, or who
shall mutilate, injure, or disfigure by writing, marking, cutting,
tearing, or otherwise, any book, map, picture, engraving, manuscript,
or [,] other property of any public library, circulating library, or
library belonging to the State of Maryland, or to any municipality, or
public body, or incorporated institution, shall be guilty of a misde-
meanor, and on conviction thereof shall be fined not more than two
hundred fifty dollars, or be imprisoned for not more than three
months, or, in the discretion of the court, may be both fined and
imprisoned as aforesaid.

(15) "Average final compensation" shall mean the average annual
earnable compensation of a teacher for the three years of service [,]
as a teacher during which his earnable compensation was highest, or
if he had less than three years of service, then his average earnable
compensation for his total service. Effective July 1, 1971, the provi-
sions of this subsection shall be applicable to members who retired
after July 1, 1970, as well as to those members who retire on or after
July 1, 1971. Effective July 1, 1972, the provisions of this subsection
shall be applicable to those members who retired on or prior to
July 1,1970.

(g) Payment of remainder of voucher's value—On or before fif-
teen days after the beginning of the spring term, each participating
school shall certify to the Board the enrollment status of each student
for whom a voucher was previously submitted, as of the beginning of
the spring term. The Board, after making such verifications as it may
deem appropriate, shall thereupon remit to the participating school a
draft in the amount of one half (½) of the aggregate value of the
vouchers received from the school for the first semester for all stu-
dents certified as enrolled in the spring semester.
In the event any participating school is on other than a two-
semester basis, the effective date, for purposes of applying the pro-
visions of this [subparagraph] subsection (g) shall be February 15.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

and 38(c) of Article 101 of the Annotated Code of Maryland (1971
Supplement), title "Workmen's Compensation," subtitle SUB-
TITLES "APPLICATION OF ARTICLE," AND "Claims and
Compensation; Benefits," correcting errors in the Workman's
Compensation laws.
