AND MAKE RECOMMENDATIONS CONCERNING THE AN-
NUAL BUDGET.

(4) Advise and assist the superintendent with respect to hospital
facilities and staffing.

(5) (4) Assume leadership in developing community under-
standing of the needs of the chronically ill.

(6) (5) Carry out such other responsibilities as may be re-
quested by the superintendent of the hospital.

(7) (6) Submit an annual report to the Secretary of Health and
Mental Hygiene regarding the needs of the chronically ill and to the
extent that the hospital is meeting these needs.

Article 59
32A.

(a)    Each public facility EXCEPT THE MARYLAND PSY-
CHIATRIC RESEARCH CENTER shall have a board of visitors
CITIZENS ADVISORY BOARD consisting of seven (7) members
appointed by the Governor FROM AMONG NAMES SUBMITTED
BY THE SECRETARY OF HEALTH AND MENTAL HYGIENE,
one of whom shall be appointed temporary chairman.

(b)    Members of the board shall be citizens of the State who are
RESIDENTS OF THE COUNTY OR CITY OF BALTIMORE, AS
THE CASE MAY BE, IN THE REGION SERVED BY EACH
SUCH FACILITY, WHO ARE REPRESENTATIVE OF THE
COMMUNITY AND WHO ARE known for their interest in civic
and public affairs and for their concern about the care of the men-
tally ill AND MENTALLY RETARDED.

(c)    Of the Board members initially appointed, three members
shall have terms of one, two and three years, respectively, and four
members shall serve terms of four years, all dating from July 1, 1972.
Board members appointed thereafter shall serve terms of four years.
No member shall serve more than two consecutive full terms. Va-
cancies shall be filled for the unexpired portion of the term in the
same manner as the original appointment.

(d)    The members of the board shall serve without compensation.

(e)    For purposes of organization, the board shall hold its first
meeting no later than thirty (30) days after the appointment of the
membership, at which time it shall elect a chairman from among its
members. It may elect such other officers as it deems necessary,
determine the time and place of meetings, and establish all necessary
rules and regulations for the conduct of meetings; provided that the
board shall hold regular meetings no less than four times each year.

(f)    Each board of visitors has CITIZENS ADVISORY BOARD
SHALL SERVE IN AN ADVISORY CAPACITY WITH the follow-
ing duties and responsibilities:

(1) Assist ADVISE the superintendent in the determination of
the goals of the public facility and ASSIST in the evaluation of
progress towards THE ACHIEVEMENT OF such goals.

     (2) Advise and assist the superintendent with respect to all

policies relating to the operation of the public facility.
