acuity of 20/200 or less in the better eye, with corrective glasses, or
central visual acuity of more than 20/200 if there is a field defect in
which the peripheral field has contracted to such an extent that the
widest diameter of visual field subtends an angular distance no
greater than twenty degrees in the better eye. Such exemption shall
be in addition to any other exemption of such person's real and
personal property which now is or hereafter shall be prescribed or
allowed by the Constitution or by law, but no taxpayer shall be
allowed more than one exemption under this subsection.

(35) (c) The governing body of each municipality, by appropriate
resolution, may return all taxes collected on property which would
have been exempt had proper claim in writing been made therefor in
the manner provided hereunder; provided, however, that such refunds
shall not be made for any year or portion thereof prior to June 1,
1950; provided further that in the case of a surviving spouse of the
eligible citizen and resident, he or she shall be eligible only from the
time of the making of the claim as it affects taxes levied for the next
ensuing tax or fiscal year.

Sec. 2. And be it further enacted, That this Act shall take effect
on July 1, 1972.

CHAPTER 491
(House Bill 133)

AN ACT to add new Section 700C 1 700D-1 to Article 27 of the An-
notated Code of Maryland (1971 Supplement), title "Crimes and
Punishments," subtitle "III. Plans PLACES of Reformation and
Punishment," subheading "Prisoners," to follow immediately after
Section 700C thereof, to authorize the Commissioner of Correc-
tion to provide family leave for CERTAIN prisoners and generally
relating thereto.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 700C 1 700D-1 be and it is hereby added to Article
27 of the Annotated Code of Maryland (1971 Supplement), title
"Crimes and Punishments," subtitle "III. Plans PLACES of Reforma-
tion and Punishment," subheading "Prisoners," to follow immedi-
ately after Section 700C 700D thereof, and to read as follows:

700C 1 700D-1.

(a) The Commissioner of Correction may authorize family leave
in accordance with the provisions of this section for any AN inmate
confined in any of the institutions enumerated in Section 689 of this
article, as amended from time to time, BUT ONLY IF THE INMATE
IS CONSIDERED TO BE IN MINIMUM SECURITY STATUS.
