Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 12(c) be and it is hereby added to Article 52A
of the Annotated Code of Maryland (1972 Replacement Volume),
title "Juvenile Services," subtitle "Training Schools and Other Fa-
cilities," to follow immediately after Section 12(b) to read as
follows:

12.

(c) The Maryland Children's Center, subject to the rules and reg-
ulations adopted and 'promulgated by the State Department of Ju-
venile Services, shall accept custody of children from the juvenile
courts for the purpose of providing diagnostic evaluation. The eval-
uation is to be performed within thirty days and the child is to be
returned to the court with the evaluation record and appropriate
treatment recommendations. The juvenile courts, and/or the De-
partment of Juvenile Services, shall not use the Maryland Children's
Center for the sole purpose of detention of juvenile charges. CEN-
TER FOR PURPOSES OF EVALUATION ONLY AND NOT FOR
PURPOSES OF DETENTION.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

AN ACT to add new Section 70 to Article 77A of the Annotated
Code of Maryland (1969 Replacement Volume and 1971 Supple-
ment), title "Higher Education," to follow immediately after
Section 69 thereof and to be under the new subtitle "Sale of Disser-
tations, Theses and Term Papers," to prohibit the sale or offer
of sale, or offer of preparation of any dissertations, theses, term
papers, or other written assignment that is intended for submis-
sion to an educational institute in this State; to exempt certain
acts; to provide penalties; and to relate generally thereto.
