Notwithstanding any other provision of this section, every employer
subject to the provisions of this subtitle shall maintain records and
submit reports as required by the rules and regulations adopted by
the Commissioner of Labor and Industry.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

(Senate Bill 804)
AN ACT to add new Sections 474A to 474-0 to the Code of Public
Local Laws of Wicomico County (1965 Edition, being Article 23
of the Code of Public Local Laws of Maryland), title "Wicomico
County," to follow immediately after Section 474 thereof, and
to be under the new subtitle "Salisbury Wicomico Transportation
Authority," creating the Salisbury Wicomico Transportation
Authority as a self determining instrumentality of Wicomico
County and the City of Salisbury, providing generally for its mem-
bership, powers, duties, operations and procedures, relating to
mass transportation facilities within Wicomico County, authoriz-
ing the Authority to license, regulate, and operate mass trans-
portation facilities within the county, imposing certain taxes and
charges therein and generally relating to mass transportation
within the Wicomico County.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 474A to 474-0 be and they are hereby added to the
Code of Public Local Laws of Wicomico County (1965 Edition, being
Article 23 of the Code of Public Local Laws of Maryland), said new
sections to be under the new subtitle "Salisbury Wicomico Transpor-
tation Authority," and to follow immediately after Section 474, and
to read as follows:
Salisbury Wicomico Transportation Authority
(a) The General Assembly of Maryland makes the following
declaration as a statement of its intent and policy in connection with
this legislation.
(b) In recent years, there has been a substantial increase in the
population and the growth of both established and new businesses
and industries in Wicomico County which has or may create
many problems in connection with the public mass transportation of
the citizens of the County to and from their places of work, business,
worship, education and recreation.
(c) It is essential that efficient and rapid means of public mass
transportation be provided and properly maintained in order to
