(6) SUCH YELLOW OR AMBER LIGHTS OR SIGNAL DE-
VICES PERMITTED ON VEHICLES SET OUT IN SUBSECTION
(C) (4) ABOVE SHALL ONLY BE FLASHED OR OSCILLATED
OR OTHERWISE USED IN THE COURSE OF ITS OFFICIAL
DUTIES, TO INDICATE TO THE PUBLIC THAT IT IS A SLOW
MOVING VEHICLE OR IS OTHERWISE IMPEDING TRAFFIC.
(7) IN ADDITION TO THE PENALTIES PROVIDED IN
SECTION 17-101 (B) ANY PERSON CONVICTED OF A VIOLA-
TION OF SECTION 12-218 SHALL HAVE HIS DRIVING PRIV-
ILEGES SUSPENDED FOR A PERIOD OF THIRTY (30) DAYS,
AND THE REGISTRATION OF SUCH VEHICLE SHALL BE
SUSPENDED FOR A PERIOD OF THIRTY (30) DAYS, NOT-
WITHSTANDING THAT THE OWNER OF SUCH VEHICLE
MAY NOT BE THE OPERATOR AT THE TIME OF THE OF-
FENSE, UNLESS SAID OWNER PROVES TO THE SATISFAC-
TION OF THE DEPARTMENT THAT HE HAD NO CONTROL
OVER THE USE OR DISPLAY OF A LIGHT OR SIGNAL DE-
VICE THAT COULD NOT PREVENT THE VIOLATION OF
THIS SECTION.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

CHAPTER 451
(Senate Bill 721)
AN ACT to repeal and re-enact, with amendments, Section 12D (a)
of Article 81 of the Annotated Code of Maryland (1971 Supple-
ment), title "Revenue and Taxes," subtitle "What Shall Be Taxed
and Where," and to add new Section 12D (a-1) to Article 81 of
the Code, same title and subtitle, THE SAID ARTICLE AND
SUBTITLE OF THE CODE, to follow immediately after Section
12D (a) thereof, to delete a reference to Anne Arundel County,
and to provide for in Anne Arundel County a certain real prop-
erty tax credit for certain elderly homeowners in the county and
relating generally to real property tax credits for elderly home-
owners in Anne Arundel County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 12D (a) of Article 81 of the Annotated Code of Mary-
land (1971 Supplement), title "Revenue and Taxes," subtitle "What
Shall Be Taxed and Where," BE AND IT is hereby repealed and
re-enacted, with amendments; and that new Section 12D (a-1) be
and the same is hereby added to Article 81 of the Code, same title
and subtitle, THE SAID ARTICLE AND SUBTITLE OF THE
CODE, to follow immediately after Section 12D (a) thereof, to read
as follows:
12D.
(a) The governing body of every county and municipality in this
State, by resolution or ordinance enacted under its usual procedure
