"Revenue and Taxes," subtitle "When Taxes Are Payable," to follow
immediately after Section 48 (e) thereof, and to read as follows:
(f) Any person receiving funds on behalf of a taxpayer for the
purpose of paying the taxpayer's ordinary taxes, whether such funds
be called an escrow account, expense account, or otherwise described,
shall pay such taxes on their due date in each taxable year if the
funds received as of that date are sufficient to pay such taxes less
any discount allowed therefrom. If the funds so held on the due date
in any year are not sufficient to pay the net taxes due on that day,
the person holding the funds shall pay the taxes not later than thirty
days after such time as the funds may become sufficient to pay the
amount then due. Any person failing to make timely payment as
required hereunder shall be liable to pay a penalty of six ONE per-
centum of the gross amount of the unpaid taxes due for each month
and fraction thereof until paid.
Sec. 2. And be it further enacted, That if any provision of this
Act or the application thereof to any person, or circumstance is held
invalid for any reason, such invalidity shall not affect the other
provisions or any other application of this Act which can be given
effect without the invalid provisions or application, and to this end,
all the provisions of this Act are hereby declared to be severable.
Sec. 3. And be it further enacted, That this Act shall take effect
January 1, 1973.

(Senate Bill 532)
AN ACT to repeal Sections 34, 35, 36, 37, 38, and 39 of Article 63
of the Annotated Code of Maryland (1972 Replacement Volume),
title "Mechanic's Lien," subtitle "Boats and Vessels," and to enact
new Sections 34, 35, 36, and 37 in lieu thereof, to stand in the
place of the sections repealed, to change from non-possessory to
possessory the right of lien over boats and parts of boats granted
to boatyards and marinas; to establish the preference of such liens,
to alter the procedure for service of process and for fixing and
discharging amounts in controversy, costs, and bonds; to estab-
lish the manner in which owners may recover possession pending
judicial determination; and, to establish the procedure for conduct
and advertising of sales in satisfaction of liens.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 34, 35, 36, 37, 38, and 39 of Article 63 of the Annotated
Code of Maryland (1972 Replacement Volume), title "Mechanic's
Lien," subtitle "Boats and Vessels," and they are hereby repealed
and that new Sections 34, 35, 36, and 37 be and they are hereby
enacted in lieu thereof, to stand in the place of the sections repealed
and all to read as follows:
