or any committee or member thereof acting in his official capacity
or to any local, state, or federal government or agency thereof having
legally vested authority to implement or recommend the implemen-
tation of public accommodation, fair employment, for housing or
similar laws.
SEC. 2. And be it further enacted, That this Act shall apply to
all matters pending before the Human Relations Commission on the
effective date of this Act.; provided, however, that the provisions of
Sections 15 and 15A of Section 1 of this Act shall not apply to a
final order of the Commission filed more than 30 days prior to the
effective date of this Act.
SEC. 3. And be it further enacted, That if any provision of this
Act or the application thereof to any person or circumstance is held
invalid for any reason, the invalidity shall not affect the other
provisions or any other application of this Act which can be given
effect without the invalid provisions or application, and to this end
all the provisions of this Act are declared to be severable.
Sec. 4. And be it further enacted, That this Act shall take effect
July 1, 1972.

AN ACT to repeal and re-enact, with amendments, Section 195 (2)
of Article 77 of the Annotated Code of Maryland (1969 Replace-
ment Volume), title "Public Education," subtitle "Teacher's Retire-
ment System," AND TO REPEAL AND RE-ENACT, WITH
AMENDMENTS, SECTION 11 (3) OF ARTICLE 73B OF THE
SAME CODE (1970 REPLACEMENT VOLUME), TITLE
"PENSIONS," SUBTITLE "IN GENERAL," to reduce the serv-
ice credit requirements for teachers AND STATE EMPLOYEES
for eligibility for full benefits in the retirement system for 35
CERTAIN CIRCUMSTANCES.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 195 (2) of Article 77 of the Annotated Code of Mary-
land (1969 Replacement Volume), title "Public Education," subtitle
"Teachers' Retirement System," be and it is hereby repealed and re-
enacted, with amendments, AND THAT SECTION 11 (3) OF
ARTICLE 73B OF THE SAME CODE (1970 REPLACEMENT
VOLUME), TITLE "PENSIONS," SUBTITLE "IN GENERAL,"
BE AND IT IS HEREBY REPEALED AND RE-ENACTED,
WITH AMENDMENTS, AND ALL to read as follows:
