on account of his membership service after restoration. The pay-
ment of all such pensions and the continued payment of such pensions
shall be contingent on the payment annually by the State of Mary-
land of the additional amount so required to meet the current dis-
bursements of such pensions.

Beginning July 1, 1972, no elected or appointed official or merit sys-
tem employee appointed to an unclassified position in the State shall
be permitted to retire under the provisions of this subsection, except,

those former elected or appointed officials who prior to July 1, 1972

were continuing their membership under the provisions of Sections
4 and 5 of this Article, AND, EXCEPT THOSE ELECTED OR
APPOINTED OFFICIALS, OR MERIT SYSTEM EMPLOYEES
APPOINTED TO UNCLASSIFIED POSITIONS, WHO ARE IN
OFFICE ON JULY 1, 1972.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

AN ACT to repeal and re-enact, with amendments, Section 17
of Article 88A of the Annotated Code of Maryland (1969 Re-
placement Volume), title "State Department of Social Services,"
"SOCIAL SERVICES ADMINISTRATION," subtitle "In Gen-

eral," to provide that certain grants of direct public assistance or

relief to an able-bodied person may be paid only if the person

works for a State or local governmental agency and reports
weekly to the Employment Security Administration, and clarifying
the wording of this section AND TO ADD NEW SECTION 17A
TO SAID ARTICLE AND SUBTITLE OF THE CODE ARTICLE
88A OF THE ANNOTATED CODE OF MARYLAND (1969 RE-
PLACEMENT VOLUME), TITLE "SOCIAL SERVICES AD-
MINISTRATION," SUBTITLE "IN GENERAL", TO FOL-
LOW IMMEDIATELY AFTER SECTION 17 THEREOF,
TO AUTHORIZE WORK BY EMPLOYABLE WELFARE RE-
CIPIENTS FOR THE STATE OR LOCAL GOVERNMENT OR
AGENCIES, TO PROVIDE FOR THE KINDS OF WORK TO
BE PERFORMED AND THE CONDITIONS OF SUCH WORK,
AND TO AUTHORIZE A DEMONSTRATION PROGRAM OF
PUBLIC EMPLOYMENT FOR SUCH WELFARE RECIP-
IENTS.

Section 1. Be it enacted by the General Assembly of Maryland,
