the General Assembly. In Washington County, all deputy clerks and
other clerks shall be appointed pursuant to and be removable accord-
ing to the merit system procedure established by law for these depu-
ties and clerks.
Sec. 2. And be it further enacted, That the aforegoing section
hereby proposed as an amendment to the Constitution of Maryland,
at the next general election to be held in this State in November,
1972, shall be submitted to the legal and qualified voters thereof for
their adoption or rejection in pursuance of directions contained in
Article 14 of the Constitution of this State; and at this general
election, the vote on this proposed amendment to the Constitution
shall be by ballot, and upon the ballot there shall be printed the
words "For the Constitutional Amendment" and "Against the Con-
stitutional Amendment" as now provided by law, and, immediately,
after the election, all returns shall be made to the Governor of the
vote for and against the proposed amendment, as directed by Article
14 of the Constitution, and further proceedings had in accordance
with Article 14.

(House Bill 422)
AN ACT to repeal and re-enact, with amendments, Section 27 of
Article 40 of the Annotated Code of Maryland (1971 Replacement
Volume), title "General Assembly," subtitle "Legislative Council,"
to provide that the President of the Senate and the Speaker of
the House of Delegates be Co-chairmen of the Legislative Council.
TO PROVIDE THAT THE PRESIDENT OF THE SENATE
AND THE SPEAKER OF THE HOUSE OF DELEGATES ARE
RESPONSIBLE FOR MAKING CERTAIN DECISIONS RE-
GARDING APPOINTMENTS OF MEMBERS TO AND MEET-
INGS OF THE COMMITTEES OF THE LEGISLATIVE COUN-
CIL AND APPROVAL OF ALLOWANCES AND EXPENSES
OF MEMBERS OF COUNCIL COMMITTEES.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 27 of Article 40 of the Annotated Code of Maryland
(1971 Replacement Volume), title "General Assembly," subtitle "Leg-
islative Council," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
27.
There is hereby created a Legislative Council. Said Council shall
be composed of thirty members, as follows:
(1) From the Senate: The President, the chairman of the finance
committee, the chairman of the judicial proceedings committee,
the chairman of the committee on economic affairs, the floor leader
of the minority party and ten additional members to be appointed
by the President and approved by a majority vote of the Senate.
(2) From the House of Delegates: The Speaker, the chairman
of the ways and means committee, the chairman of the judiciary
