The several judges of the Circuit Court for Harford County on and
after the Tuesday next after the first Monday in November, nineteen
hundred and seventy-four, shall each, alternately and in rotation and
on schedules to be established by the said judges, sit as an Orphans'
Court for said County, and shall have and exercise all the power, au-
thority and jurisdiction which the present Orphans' Courts now have
and exercise, or which may hereafter be prescribed by law.
40.
The qualified voters of the City of Baltimore, and of the several
Counties, except Montgomery County and Harford County, shall on
Tuesday next after the first Monday in November, [(nineteen hun-
dred and fifty-eight) nineteen hundred and sixty-six] nineteen hun-
dred and seventy-four, and on the same day in every fourth year
thereafter, elect three men to be Judges of the Orphans' Courts of
said City and Counties, respectively, who shall be citizens of the
State, and residents for the twelve months preceding, in the City, or
County, for which they may be elected. They shall have all the powers
now vested in the Orphans' Courts of the State, subject to such
changes as the Legislature may prescribe. Each of said Judges shall
be paid such compensation as may be regulated by Law, and to be
paid by the said City, or Counties, respectively. In case of a vacancy
in the office of Judge of the Orphans' Court, the Governor shall ap-
point, subject to confirmation, or rejection by the Senate, some suit-
able person to fill the same for the residue of the term.
Sec. 2. An be it further enacted, That the aforegoing sections
hereby proposed as amendments to the Constitution of Maryland
shall be, at the next general election, to be held in this State in No-
vember, 1972, submitted to the legal and qualified voters thereof for
their adoption or rejection in pursuance of directions contained
in Article 14 of the Constitution of this State, and at the said
general election, the vote on the said proposed amendments to the
Constitution shall be by ballot, and upon each ballot there shall be
printed the words "For the Constitutional Amendments" and
"Against the Constitutional Amendments" as now provided by law,
and immediately after said election, due returns shall be made to
the Governor of the vote for and against said proposed amendments,
as directed by said Article 14 of the Constitution and further pro-
ceedings had in accordance with said Article 14.
