a new Section 5 to Article 17, to follow immediately after Section
4 thereof, providing that in any county, including Baltimore City,
having a County Board of Education or a Board of School Com-
missioners subject to popular election, the members shall be
elected and hold office for terms of six years OR SUCH OTHER
TERMS AS MAY BE PRESCRIBED BY THE GENERAL AS-
SEMBLY, making an exception for these officers as to certain
other provisions of Article 17, EXEMPTING MEMBERS OF
ANY ELECTIVE LOCAL BOARD OF EDUCATION SUBJECT
TO POPULAR ELECTION FROM SECTIONS 1, 2, 3, 4, AND 11
OF THIS ARTICLE, and submitting this amendment to the
qualified voters of the State for adoption or rejection.
Section 1. Be it enacted by the General Assembly of Maryland,
(three-fifths of all the members elected to each of the two houses
concurring), That the following amendments be and the same are
hereby proposed to Article 17 of the Constitution of Maryland, title
"Quadrennial Elections," by repealing and re-enacting, with amend-
ments, Section 1 and by adding a new Section 5, to follow imme-
diately after Section 4 thereof, the same, if adopted by the qualified
voters of the State, to become a part of the Constitution of Maryland:

(a) All State officers elected by qualified voters (except judges
of the Circuit Courts, judges of the Supreme Bench of Baltimore
City, judges of the Court of Appeals and judges of any interme-
diate courts of appeal), and all county officers elected by qualified
voters, shall hold office for terms of four years, and until their suc-
cessors shall qualify.
(b) Sections 1, 2, 3, 4, and 11 of this Article do not apply or refer
to members of any election county branch of education or board of
school commissioners (by whatever name known) in any county or
Baltimore City. LOCAL BOARD OF EDUCATION.
In any county (including Baltimore City) having a county
board of education or board of school commissioners (by whatever
name known) subject to election by the qualified voters, the mem-
bers shall be elected and hold office for terms of six years OR SUCH
OTHER TERMS AS MAY BE PRESCRIBED BY THE GENERAL
ASSEMBLY. The law establishing the elective board shall provide
elections at intervals to assure that a majority of the total number
of members is not elected at any one election.
Sec. 2. And be it further enacted, That the aforegoing sections
hereby proposed as amendments to the Constitution of Maryland,
at the next general election to be held in this State in November
1972, shall be submitted to the legal and qualified voters thereof for
their adoption or rejection in pursuance of directions contained in
Article XIV of the Constitution of this State, and at the said gen-
eral election, the vote on the said proposed amendments to the Con-
stitution shall be by ballot, and upon each ballot there shall be
printed the words "For the Constitutional Amendments" and
"Against the Constitutional Amendments" as now prescribed by law,
