shall be by ballot, and upon each ballot there shall be printed the
words "For the Constitutional Amendments" and "Against the Con-
stitutional Amendments" as now provided by law, and immediately,
after the election, all returns shall be made to the Governor of the
vote for and against the proposed amendment, as directed by Article
14 of the Constitution, and further proceedings had in accordance
with Article 14.

(House Bill 128)

AN ACT to add new Article 88D to the Annotated Code of Maryland
(1969 Replacement Volume), to follow immediately after Article
88C thereof and to be entitled "State Lottery," and to add new
Section 371A to Article 27 of the said Code (1971 Replacement
Volume), title "Crimes and Punishments," subtitle "Crimes and
Punishments," subheading "Lotteries," to follow immediately after
Section 371 thereof, providing for the establishment and operation
of a State lottery system, creating the State Lottery Agency and
Commission, prescribing their functions, powers and duties; pro-
viding for the use and disposition of lottery revenues; providing
that the criminal laws of this State are not applicable to the State
lottery; generally relating to a State lottery system; and providing
that this Act is contingent upon adoption of an amendment to
the Maryland Constitution authorizing a State lottery.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Article 88D be and it is hereby added to the Annotated
Code of Maryland (1969 Replacement Volume), to follow immediately
after Article 88C thereof, to be entitled "State Lottery," and to read
as follows:

Article 88D
State Lottery

1.    This article shall be known and may be cited as the "State
Lottery Law."

2.    This article is implemented by establishing a lottery to be
operated by the State, the revenues from which are to be accounted
for and appropriated as provided in Section 20 of this Article.

3.    For the purposes of this article:

(a)    "Commission" means the State Lottery Commission estab-
lished by this article.

(b)    "Agency" means the State Lottery Agency created in this
article.

(c)    "Lottery" or "State Lottery" means the lottery established
and operated pursuant to this article.

(d)    "Director" means the Director of the State Lottery Agency.
