to documentation indicating the progress of the State Department of
Education, the local boards of elucation EDUCATION and each
school in the State, toward the achievement of their respective goals
and objectives and recommendations for legislation which the State
Board of Education and the State Superintendent of Schools deem
necessary for the improvement of the quality of education in Mary-
land.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

AN ACT to add new Sections 430 to 438, INCLUSIVE, to Article 41
of the Annotated Code of Maryland (1971 Replacement Volume),
title "Governor—Executive and Administrative Departments," TO
FOLLOW IMMEDIATELY AFTER SECTION 429 THEREOF
AND TO BE under new subtitle "41. Maryland Industrial Land
Act," authorizing the Secretary of Economic and Community De-
velopment to make loans to political subdivisions to finance the
acquisition, improvement, and rehabilitation of land for industrial
sites and parks and for planning and engineering studies in con-
nection therewith, establishing and authorizing procedures and
requirements in connection therewith, providing for the delega-
tion of certain planning and other activities in connection with
such acquisition and developmet VELOPMENT of industrial
sites and parks by subdivisions to local development agencies,
authorizing the borrowing by subdivisions to obtain their share
of funds needed for such acquisition and development activities,
authorizing the creation of a State debt in the aggregate principal
amount of six million dollars, the proceeds of which shall be used
to meet the capital costs of such a program, and providing gen-
erally for the issuance of state bonds evidencing such debt.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 430 to 438, INCLUSIVE, be and they are hereby
added to Article 41 of the Annotated Code of Maryland (1971 Re-
placement Volume), title "Governor—Executive and Administrative
Departments," TO FOLLOW IMMEDIATELY AFTER SECTION
429 THEREOF AND TO BE under new subtitle "41. Maryland In-
dustrial Land Act," to follow immediately after Section 429 of said
article and title and to read as follows; AND TO READ AS FOL-
LOWS:
430. Short title.
This subtitle may be cited as the "Maryland Industrial Land Act."
431. Legislative Intent.
The General Assembly makes the following declarations as a
statement of its legislative intent in the enactment of this subtitle:
