49. Short Title.
This subtitle may be known and shall be cited as the ''Maryland
Antitrust Act."
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

(Senate Bill 17)
AN ACT to add new Sections 15E to 15K, inclusive, to Article 41
of the Annotated Code of Maryland (1971 Replacement Volume),
title "Governor—Executive and Administrative Departments," to
follow immediately after Section 15D thereof, and to be under the
new subtitle "Gubernatorial Transition Act," providing for guber-
natorial transition, prescribing methods to be used in the orderly
transfer of the executive power in connection with the expiration
of the term of office of a Governor and the inauguration of a new
Governor and making an appropriation to effect this Act.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 15E to 15K, inclusive, be and they are hereby
added to Article 41 of the Annotated Code of Maryland (1971 Re-
placement Volume), title "Governor—Executive and Administrative
Departments," to follow immediately after Section 15D thereof, and
to be under the new subtitle "Gubernatorial Transition Act," and to
read as follows:

15E.
"Governor-elect" means the person who is the apparent suc-
cessful candidate for the office of Governor, as ascertained by the
Secretary of State BOARD OF STATE CANVASSERS following
the general election.
15F.
The General Assembly declares it to be the purpose of this subtitle
to promote the orderly transfer of the executive power in connection
with the expiration of the term of office of a Governor and the
inauguration of a new Governor. The interest of the State requires
that the transition be accomplished to assure continuity in the con-
duct of the affairs of the State Government. Any disruption oc-
casioned by the transfer of the executive power could produce results
detrimental to the safety and well-being of the State and its people.
Accordingly, it is the intent of the General Assembly that appropriate
actions be authorized and taken to avoid or minimize any disruption.
In addition to the specific provisions contained in this sub-title
directed toward that purpose, it is the intent of the General Assembly
that all officers of the State Government conduct the affairs of the
