364C.

(a)    The Program CORPS may employ professional, technical,
clerical, stenographic, and other personnel to carry out its duties
and functions within the limits of budgetary appropriations. The
employees of the Program CORPS, except the Administrator, shall
be subject to the provisions contained in Article 64A of the Code,
title "Merit System." Prior to July 1, 1973 the number of volunteers
CORPSMEN AND CORPSWOMEN participating in the Program
CORPS shall not exceed the number required to produce the equiv-
alent of 100 volunteer man years. Thereafter, the number of volun-
teers
CORPSMEN AND CORPSWOMEN participating in the Pro-
gram CORPS shall be determined by the needs of the community
and by the limits of budgetary appropriations. The volunteers
CORPSMEN AND CORPSWOMEN participating in the program
SHALL MAKE A COMMITMENT OF ONE YEAR OF SERVICE,
AND shall receive no salary, but they shall receive living allowances
commensurate to their basic needs; however, these allowances shall
not exceed $100 per month.

(b)    In the performance of its duties, the Program, CORPS is
hereby authorized and empowered to make and enter into contracts
and to assume such other functions as are necessary to carry out the
provisions of this subtitle that are not inconsistent with this or other
acts. The Program CORPS may make and enter into contracts with
other boards, commissions, agencies and institutions of this State,
other states and the federal government, upon such terms as may
be eventually agreed upon, to have such studies and research activ-
ities as may be necessary and proper, and is authorized to pay the
cost thereof out of funds which may be appropriated to the Program
CORPS.

364D.

(a)    The Program CORPS, subject to the approval of the Secre-
tary of Employment and Social Services, may accept federal funds
granted by act of Congress or by executive order, and may accept any
funds, gifts, donations, or bequests from local governments, individ-
uals, private organizations, or foundations for any and all of the
purposes of this subtitle.

(b)    The Department of Employment and Social Services shall
include the Program CORPS in its annual budget.

364E.

(a) The Program CORPS shall have an Advisory Council com-
posed of one person representing the Department of Employment and
Social Services appointed by the Secretary, one person representing
the Department of Education appointed by the Superintendent, one
person representing the Department of Health and Mental Hygiene
appointed by the Secretary, one person representing the Department
of Economic and Community Development appointed by the Secre-
tary, one person representing the Department of Natural Resources
appointed by the Secretary, one person representing the general public
appointed by the Governor, three persons representing local govern-
ment appointed by the Governor, three persons representing private
organizations or foundations appointed by the Governor, one member
of the House of Delegates appointed by the Governor, and one member
