STATE COMPTROLLER FOR A PERIOD OF TEN YEARS
SHALL PAY THE SUM OF EIGHTY-FIVE THOUSAND DOL-
LARS ($85,000.00) EACH YEAR TO THE AGRICULTURAL
AND MECHANICAL ASSOCIATION OF WASHINGTON
COUNTY, IF THAT ASSOCIATION OPERATES A FAIR IN
THE PARTICULAR YEAR; AND THE REMAINDER OF THE
MONIES RECEIVED BY THE COMPTROLLER FROM THE
SOUTHERN MARYLAND AGRICULTURAL FAIR ASSOCIA-
TION OF PRINCE GEORGE'S COUNTY SHALL BE CRED-
ITED TO THE GENERAL FUNDS OF THE STATE TREAS-
URY.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

CHAPTER 3
(Senate Bill 813 of 1971)
AN ACT to add new Section 27 (e) to Article 64A of the Annotated
Code of Maryland (1970 Supplement), title "Merit System," to
follow immediately after Section 27 (d) thereof; and to repeal and
re-enact, with amendments, Section 16B of Article 78A of said
Code (1969 Replacement Volume), title "Public Works," subtitle
"Board of Public Works," relating to pay plans for State employees
and to the creation of new permanent jobs or positions which are
not shown in the current State budget; requiring these actions to
be reported to the General Assembly and providing for action
thereon by the General Assembly; and relating generally to the
duties of the General Assembly and of certain State offices and
agencies in relation to new pay plans for employees and the
creation of new permanent jobs or positions.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 27 (e) be and it is hereby added to Article 64A of
the Annotated Code of Maryland (1970 Supplement), title "Merit
System," to follow immediately after Section 27 (d) thereof; and that
Section 16B of Article 78A of said Code (1969 Replacement Vol-
ume), title "Public Works," subtitle "Board of Public Works," be and
it is hereby repealed and re-enacted with amendments, to read as
follows:

(e) The approval of a new pay plan which increases the compensa-
tion of any position or positions to a level higher than that included
in the budget for the current fiscal year is of temporary effect only.
The action of the Secretary of Personnel in increasing this compensa-
tion shall be submitted to the General Assembly on the first day of
the next following regular session of the General Assembly. If the
