78.

As a part of the comprehensive water pollution control program,
the State Department of Health and Mental Hygiene and the Departs
ment of [Water] Natural Resources may cooperate with appropriate
agencies for the training of technical and associate level personnel
as may be needed in the area of water pollution control. For the
purpose of this section, the [Health] Department of Health and
Mental Hygiene
with the approval of the Department of [Water]
Natural Resources may enter into contracts with appropriate insti-
tutions of higher learning or appropriate agencies to develop the
needed curricula and to support training courses. For the purpose
of this section, an annual appropriation is authorized, in such
amount as provided [in the budget] from time to time in the
budget of the State Department of Health and Mental Hygiene.

As a part of the comprehensive water pollution control program,
the Department of [Water] Natural Resources and the State Depart-
ment of Health and Mental Hygiene may conduct studies, surveys,
investigations, research and analyses, and may engage consultants
to accomplish the purposes of this subtitle.

(b) "Department" means Department of [Water] Natural
Resources.

91.

The Authority shall consist of ten members. The [department
heads of the Department] Secretary of [Water] Natural Resources
[and], the Secretary of State [Department of] Planning, and the
general manager of the Washington Suburban Sanitary District
shall be ex officio, nonvoting [,] members. These ex officio members
may designate alternates from among the senior employees [in
their places] to represent them at meetings of the Authority [,]
when the members are unable to attend. The governing [bodies]
body of each of the represented counties within the district shall
appoint one of its members to serve as a member and one to serve
as an alternate on the Authority at the pleasure of the governing
body. Such members shall be voting members except the member
of the governing body of Garrett County, who shall be a nonvoting
member until such time as that county is assessed for payments
to the Authority under the provisions of Section 96 of this subtitle.
The Governor shall appoint one voting member who shall serve as
chairman of the Authority and serve at the pleasure of the Governor.
The members shall serve without compensation but shall be reim-
bursed for necessary expenses incurred in the performance of their
duties.

Sec. 5. And be it further enacted, That if any part of this Act,
or any section or part of the section thereof, shall be held uncon-
stitutional or invalid for any reason, such unconstitutionality or
invalidity shall not affect the remaining parts of this Act, or any
section or part of a section hereof, the General Assembly hereby
declaring that it would have passed the remaining parts of this Act,
or sections or parts of sections hereof, if such unconstitutionality
