that complete freedom around the wheel area is necessary to secure
the designed use of the vehicle.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

(House Bill 283)
AN ACT to repeal and re-enact, with amendments, Section 46 of
Article 77A of the Annotated Code of Maryland (1969 Replace-
ment Volume), title "Higher Education," subtitle "Scholarships,"
to increase the number of tuition free scholarship students from
two hundred fulltime students to three hundred students at the
Prince George's Community College and TO MAKE ELIGIBLE
ANY STUDENT AT PRINCE GEORGE'S COMMUNITY COL-
LEGE TO RECEIVE A TUITION FREE SCHOLARSHIP, AND
to provide that funds for the granting of all scholarships to be
awarded according to the provisions of this section shall be placed
in the Prince George's County budget from year to year by the
County Executive.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 46 of Article 77A of the Annotated Code of Maryland
(1969 Replacement Volume), title "Higher Education," subtitle
"Scholarships," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
46.
There is hereby established a program of county scholarships for
students enrolled in Prince George's Community College.
[During the Academic year 1967-68, not more than one hundred
(100) full-time students shall be educated by Prince George's Com-
munity College free of charge for tuition under this section.]
Beginning for the academic year [1968-69] 1971-72, and there-
after, not more than [two hundred (200) [full-time] three hundred
(300) students shall be educated by Prince George's Community Col-
lege free of charge for tuition under this section.
All such scholarships shall be awarded by the Prince George's
Community College on the basis of academic merit and financial need.
Funds for the granting of all scholarships to be awarded according
to the provisions of this section shall be placed in the Prince George's
County budget from year to year by the [Board of] County [Com-
missioners] Executive.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.
