which license shall be issued upon payment of an annual license fee
of ten dollars ($10.00) for each such agent's license. No such person
shall engage in the business of purchasing tobacco on such sales
floor in Maryland without having secured such a sales floor buyer's
license or a sales floor buyer's agent's license for the current year;
provided, that nothing in this subsection shall be construed to require
a sales floor buyer's license or sales floor buyer's agent's license for
the purchase of tobacco on a sales floor by the holder of a tobacco
commission selling agency license. Every person who sells tobacco
on the warehouse floor of any tobacco warehouse in Maryland shall
annually obtain a sales floor seller's license to engage in such business
upon payment of a license fee of two hundred ($200) dollars whether
such person sells for himself or for or on the account of another
person, firm or corporation. No person shall engage in such business
in Maryland without having secured such a license for the current
year; provided, however, that a tobacco grower selling tobacco he has
grown, or a person acting for or on behalf of such a tobacco grower,
or a person operating a tobacco warehouse in Maryland and holding
a tobacco commission selling agency license, shall be entitled to sell on
the warehouse floor without such a seller's license, and, provided
further, the holder of a sales floor buyer's license shall be entitled to
sell on the warehouse floor not more than 25% of the tobacco bought
by such licensee on such warehouse floor without obtaining such sales
floor seller's license.

(c-1) Every person ordinarily referred to as a person in charge of
a leaf account is required to be licensed under this section for the
purchase and sale of tobacco under this subtitle.

(d)  The Authority shall issue all licenses and may revoke or sus-
pend any license issued under the provisions of this section, for any
violation of a provision of this subtitle or of any rule or regulation
validly issued thereunder. No such revocation or suspension shall be
ordered until the Authority has given at least ten days' notice of
such contemplated action to the licensee in question, nor without
according to such licensee a full statement of the charges against
him and a full opportunity to be heard in his own defense and to be
represented by counsel. Any person aggrieved by any action of the
Authority in revoking or suspending his license shall have a right of
appeal to the circuit court of the county in which he resides or in
which the violation occurred, or to the Baltimore City Court if he
resides in or the violation occurred in Baltimore City. Such court
may affirm, modify or reverse the action of the Authority. The
Authority may stay its action pending the determination of such
appeal.

(e)  The Authority, after final disposition affirming any order of
revocation, refusal or suspension of licenses against a licensee, may
thereafter, for the next selling season, refuse to issue a subsequent
license to such licensee, or may revoke or suspend any license then
held by the said licensee.

(f)  Every person who weighs tobacco for a tobacco commission
selling agency shall register with the Authority and post a bond in
the amount of five hundred dollars ($500). No person shall weigh
tobacco without first having registered with the Authority and
arranged bond satisfactory to the Authority.
