MEMBERSHIP OF BOTH HOUSES SHALL NOT EXCEED ONE
HUNDRED AND EIGHTY. THE GENERAL ASSEMBLY SHALL
PRESCRIBE BY LAW THE RATIO OF THE NUMBER OF MEM-
BERS OF THE HOUSE OF DELEGATES TO THE NUMBER OF
MEMBERS OF THE SENATE, BUT THE RATIO SHALL NOT
BE GREATER THAN FOUR TO ONE.
3.
[The State shall be divided by law into districts for the election of
members of the Senate and into districts for the election of members
of the House of Delegates. The number of Senators and Delegates
to be elected from each of the legislative districts shall be prescribed
by law, but not more than two Senators shall be elected from any
senatorial district.] The State shall be divided by law into forty-
seven (47) legislative districts for the election of members of the
Senate and the House of Delegates. One Senator and three Delegates
shall be elected from each legislative district IN THOSE DIS-
TRICTS WHICH INCLUDE PART OR ALL OF TWO OR MORE
COUNTIES, NONE OF THOSE INCLUDED COUNTIES SHALL
HAVE MORE THAN ONE RESIDENT DELEGATE FROM
THAT DISTRICT UNLESS ALL COUNTIES IN THAT DISTRICT
HAVE AT LEAST ONE RESIDENT DELEGATE FROM ANY
DISTRICT OF WHICH THAT COUNTY IS A PART; PROVIDED,
HOWEVER, THAT SINGLE MEMBER SUB-DISTRICTS MAY
BE CREATED BY THE GENERAL ASSEMBLY FOR THE
ELECTION OF MEMBERS OF THE HOUSE OF DELEGATES.
THE STATE SHALL BE DIVIDED BY LAW INTO DISTRICTS
FOR THE ELECTION OF MEMBERS OF THE SENATE AND
THE HOUSE OF DELEGATES. SENATORIAL DISTRICTS
SHALL CONSIST OF NOT MORE THAN FOUR WHOLE DELE-
GATE DISTRICTS OR ONE OR MORE MULTI-MEMBER DELE-
GATE DISTRICTS REPRESENTING A TOTAL OF NOT MORE
THAN FOUR DELEGATES.

Each legislative district shall consist of adjoining territory [and]
, [shall] be compact in form [The ratio of the number of Senators
to population shall be substantially the same in each legislative
district; the ratio of the number of Delegates to population shall be
substantially the same in each legislative district, nothing herein
shall be construed to require the election of only one Delegate from
each legislative district.] , and of substantially equal population.
5.
Following each decennial census of the United States, the Governor
shall prepare a plan [for legislative districting and apportionment]
setting forth the boundaries of the forty-seven (47) legislative dis-
tricts for the election of members of the Senate and the House of
Delegates. The Governor shall present the plan to the General
Assembly not later than the first day of its regular session in the
[second] third year following the 1970 census and in the second
year following every census thereafter, and the Governor may call a
