(3) For any officer elected by all of the voters of Baltimore City,
the vacancy shall be filled by the State central committee for Balti-
more City.

Where the vacancy results from a tie vote, the nominee selected to
fill the vacancy [as aforesaid] shall be one of the candidates receiv-
ing the tie vote.

Party Designation on Ballot
9A-1. Party Designation on Ballot.

A candidate for public office may not designate the political party
with which he is affiliated on the ballot at any election held here-
under unless such party is a political party as defined in Section
1-1 (a,) (15). Candidates for public office who are not affiliated with a
political party as defined in Section 1-1 (a) (15) hereof shall be clas-
sified under the heading "other candidates" on the ballot. The provi-
sions of this section shall not apply, however, to candidates for
public office who are registered as an Independent.

10-1.

[It shall be lawful for] [a] Any party [having polled 10% or
more of the votes cast at the previous general election to] may elect
and hold a party meeting or convention. The meeting or convention
shall be composed of those persons, members of such party, who
have been elected as members of the State central committees for
such party in the several counties and legislative districts of Balti-
more City. Each county or legislative district shall be entitled to
the same number of votes in the meeting or convention as the
number of members which the county or legislative district shall
elect to the House of Delegates.

11-1.

(a) [Any political party which at the general election next preced-
ing any primary election held hereunder, shall have polled ten per-
centum or more of the entire vote cast in the State, shall adopt for
the conduct of its affairs, a constitution and bylaws.] Each political
party which is required to nominate its candidates for public office
by means of a primary election, pursuant to the provisions of this
article, shall adopt a permanent constitution and bylaws.
The con-
stitution and bylaws shall be adopted at a meeting of [this] the
political party, to be convened by the [party nominee for the office
of Governor, or if there is no such nominee, then by the nominee
for United States Senator, or if none, by the nominee for Comp-
troller, or if none by the nominee for Attorney General, and said
nominee] then chairman of the State central committee of the party,
who
shall preside as president pro tern of the meeting until such
time as [party] presiding officers are elected. The delegates to this
meeting shall be [selected by] the members of the State central
committee for each county and legislative district of Baltimore City
[and the number of the delegates shall be not more than twice the
number of Delegates each county and legislative district elects to the
House of Delegates of Maryland]. Regardless of size, each such
delegation shall have the number of votes equal to the number of
Delegates elected to the House of Delegates.
