the day for completion of a canvass after an election from the
second Tuesday to the second Thursday; providing for and regu-
lating the reporting of campaign contributions and expenditures
by committees and treasurers of committees for political candi-
dates located outside the State with respect to funds expended
within the State; requiring election reports for all candidates for
public or party office regardless of whether the candidates name
appears on the primary ballot; and generally correcting errors and
providing for other matters and provisions generally relating
thereto.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 1A-1 (e), 2-11 (a) (2), 2-11 (b) (1), 2-11 (b) (2),
3-12 (a), 3-22 (a), 4A-6 (b), 8-5 (a), 15-3 (a), 16-3 (b) (3), 16-4
(b), 16-5 (a), 16-5 (b), 16-5 (c), 16-5 (e), 16-6 (a), 16-6 (b), 16-11
(d), 16-11 (h), 17-5 (a), 17-5 (e), 17-8,18-2 (b), 23-1 (a), 26-4 (b),
26-9 (b), 26-11 (a), 26-11 (c), 26-13 (a) and 26-18 (d) of Article 33
of the Annotated Code of Maryland (1971 Replacement Volume),
title "Election Code," subtitles "State Administrative Board of Elec-
tion Laws," "Election Boards and Employees," "Registration of
Voters—How and By Whom Conducted," "Certificate of Candidacy,"
"Nomination by Petition," "Party Governing Bodies," "General Pro-
visions for Voting," "Voting Machines," "Board of Canvassers,"
"Questions," "Fair Election Practices," be and they are hereby re-
pealed and re-enacted, with amendments, all to read as follows:

1A-1.

(e) The State Administrative Board of Election Laws shall have
the following powers and duties, including but not limited to:

(1)  To exercise [advisory] supervision over the conduct of elec-
tions in the State.

(2)  To adopt rules and regulations to assist the boards of super-
visors of elections to comply with the requirements of this article in
the conduct of registrations, voting and elections in the State and in
otherwise fulfilling their duties under this article. and such rules
and regulations shall be
binding upon the boards of supervisors of
elections.

(3)  To constitute a depository for such election records and rele-
vant information concerning elections as may be provided by law or
by administrative practice.

(4)   To make an annual report to the General Assembly including
recommended changes in this article to assure its uniform adminis-
tration and improvement in the procedure for the conduct of regis-
tration, voting and elections.

2-11.

(a) (1) It is the duty of the respective boards to appoint and to
provide for furnishing, heating, lighting and cleaning, a suitable
polling place in each precinct, which shall be as near the center of
the voting population of the precinct as practicable. Whenever all
three members of any board shall file in their office a statement in
writing that a suitable place cannot in their judgement be secured
in any precinct, a suitable place in an adjoining precinct may be
