726                               Laws of Maryland                      [Ch. 351

(A) IN BALTIMORE CITY THE BOARD SHALL HAVE NO
MORE EMPLOYEES THAN WERE AUTHORIZED BY FORMER
SECTION 2-6 (A) OF THIS ARTICLE AS WAS PROVIDED IN
THAT SECTION IMMEDIATELY PRIOR TO JUNE 1, 1971, OR
AS PROVIDED HEREAFTER BY THE SECRETARY OF PER-
SONNEL.

Sec. 3. And be it further enacted, That Sections sum1-1 (a) (3),
3-10 (a) and 16-8 (a) of Article 33 of the Annotated Code of Mary-
land (1971 Replacement Volume), title "Election Code," subtitles
"Definitions," "Registration of Voters—How and by Whom Con-
ducted," and "Voting Machines," be and they are hereby repealed
and re-enacted, with amendments, to read as follows:

(a) (3) "Board of registry" means two persons [of opposite
party affiliation] duly
appointed to act as registrars.

3-10.

(a) Each board shall appoint two registrars who shall comprise
the board of registry [as provided for in Section 2-6 of this article
[except that one shall be appointed by the member of the board who
shall have been selected from the principal minority party and shall
be removable by such member of the board in his discretion but not
by the vote of a majority of the members of the board]. Each board
in its discretion may also set up supplemental boards of registry as
from time to time may be deemed necessary to aid and expedite the
work of the board of registry; such supplemental boards of registry
shall consist of at least two members [, each of opposite political
parties] and shall be [appointed] designated, one by the board
member representing the majority party and one by the board mem-
ber representing the principal minority party.

16-8.

(a) Each board shall appoint a custodian of voting machines and
a deputy custodian whose duty it shall be to prepare the machines
for use. [The custodian and deputy custodian shall be appointed
respectively from the majority party and the principal minority
party and their compensation shall be fixed by the board.] Each
custodian, after assuming his office shall take a training course in
the operation and repair of voting machines at the factory of the
manufacturer of the machines used; and each deputy custodian shall
take a training course in making minor repairs to such machines as
soon as possible after assuming his duties. Additional custodians may
be employed as may from time to time be necessary [provided that
the number of custodians of the majority party shall not exceed
that of the principal minority party by more than one].

Sec. 4. And be it further enacted, That all laws and parts of laws
inconsistent with the provisions of this Act are hereby repealed to
the extent of such inconsistency.

Sec. 5. And be it further enacted, That this Act shall take effect
July JUNE 1, 1971.
