hereby assigned to the Commission under the provisions hereof, and
shall from time to time make recommendations concerning the same
to the County Commissioners of Washington County and the Board
of Education of Washington County, which recommendations said
joint Boards shall consider, but which shall be advisory only and
shall not bind said Boards in any action which they may take. In
the event of a vacancy on the Commission by death, resignation, or
otherwise, such vacancy shall be filled by the Board or Boards, and
in the manner, by which the member of the Board whose vacancy is
being filled was originally selected.

Sec. 7. And be it further enacted, That the provisions of Section 6
of this Act shall terminate on May 31, 1977, with no further action
required by the General Assembly of Maryland.

Sec. 8. And be it further enacted, That this Act shall be known
as the "Washington County School Bond Act of 1971."

Sec. 9. And be it further enacted, That the various provisions of
this Act shall be regarded as separate and severable, and should any
section, sentence, clause or provision thereof be held invalid or un-
constitutional for any reason, the validity of the remaining parts
hereof shall not be affected thereby.

Sec. 10. And be it further enacted, That this Act shall take effect
June 1, 1971.

(House Bill 1324)

AN ACT to authorize and empower the County Commissioners of
Washington County, from time to time, to borrow not exceeding
One Million Dollars ($1,000,000.00) and to issue notes and/or
bonds therefor, in order to finance the drainage of ground and sur-
face waters in said County, as herein defined; exempting the bonds
hereby authorized from all taxation in the State of Maryland and
requiring that all interest earned on the investment of the proceeds
of such bonds, prior to the expenditure of such proceeds, be used
either for the purpose for which said bonds are issued or to pay the
principal of and interest on said bonds; providing that after ap-
plication of such interest earned, if any, the County Commissioners
of Washington County shall levy ad valorem taxes in rate and
amount sufficient to pay the maturing principal and interest on
said bonds.

Section 1. Be it enacted by the General Assembly of Maryland,
That as used herein the term "finance the drainage of ground and
surface waters" in Washington County shall include but not be
limited to the draining, grading, resurfacing, widening, improving,
repairing, extending, enlarging, altering, opening and renovating the
